About The Position

The Division Manager directs all operational activities for their assigned division(s). The position reports to a Department Director or Assistant Director and serves as a vital source of professional support for departmental leadership. With significant independent judgment, the manager is responsible for the comprehensive oversight of programs and staff. This includes planning the work of Program Managers, developing strategic goals, preparing budgets, and representing the department at key meetings. For the Finance Department assignment, the Division Manager will oversee advanced accounting operations, ensure adherence to governmental accounting standards, supervise audit preparation and response activities, manage internal control functions, and direct all phases of financial reporting. The role will also provide strategic leadership in addressing ongoing challenges within the City’s Tyler Munis financial system. Responsibilities include guiding staff through system corrections, implementing process improvements, and collaborating with IT and the software vendor to resolve persistent issues. The ideal candidate for the Finance Department is a seasoned municipal finance professional with at least a Bachelor’s degree in Accounting, Finance, Business Administration, or Public Administration. A Master’s degree (MBA or MPA) and/or Certified Public Accountant (CPA) designation is strongly preferred. This individual will have a minimum of five years of local government finance experience, including at least three years in a supervisory or management role. The candidate should demonstrate deep, hands-on expertise in the Finance Department’s core functions, including central accounting operations, accounts payable, fixed asset management, enterprise and general accounting, and preparation of the City’s Annual Comprehensive Financial Report (ACFR) and State Controller’s Report. Experience in investment portfolio management, daily cash management, debt administration, and bank reconciliations is highly desirable. The ideal candidate has a proven ability to direct comprehensive financial activities while developing strategies to strengthen business assets, reduce costs, and improve operational efficiency. Two vacancies are currently available in the Finance Department and the Planning and Development Department. Because the Division Manager classification is used across multiple departments, the City of Fresno may also use applications from this recruitment to fill future vacancies. This is an unclassified position in which the incumbent serves at the will of the Department Director.

Requirements

  • Bachelor’s Degree in a field directly related to technical discipline and four years of directly related experience including two (2) years of supervisory experience.
  • Additional qualifying experience may be substituted for the required education on a year-for-year basis.
  • Possession of a valid California driver's license is required at the time of appointment.
  • Candidates considered for hire must provide proof of a valid driver's license and current copy of their driving record.
  • A copy of degree or college transcripts must be uploaded and included in your on-line application for verification of requirement.
