About The Position

The Division Manager is responsible for directly supervising, supporting, organizing, evaluating, and directing the work of three Financial Services Supervisors. These supervisors manage the primary financial functions of the City, including income tax administration, payroll, disbursements, and financial analysis. The incumbent carries out upper-level management, supervisory, and professional responsibilities in accordance with organizational policies and applicable laws.

Requirements

  • Bachelor’s Degree in Accounting, Public Administration, Finance, Business Administration, Economics, or a closely related field AND seven years of progressively more responsible professional-level work in finance, accounting, collections, or a closely related field, preferably in a governmental agency AND five years of supervisory experience and project management experience.
  • OR Master’s Degree in Accounting, Public Administration, Finance, Business Administration, Economics or a closely related field AND five years of progressively more responsible professional-level work in finance, accounting, collections, customer service, or a closely related field, preferably in a governmental agency.
  • Must possess a valid driver’s license at time of appointment and maintain thereafter as a term and condition of continued employment.
  • A background investigation and evidence of Employment Authorization and Identity is required prior to employment.
  • All candidates must pass any level of background investigation applicable to the position, including current city employees seeking transfer, promotion, demotion, etc. into a classified position.
  • Final appointment is contingent upon the applicant passing a job-related medical examination including drug screen.
  • Applicants offered employment with the City will be required to pass a nicotine screening.
  • Newly hired employees must remain tobacco and nicotine free as a condition of continued employment.

Nice To Haves

  • A CPA is preferred and may be substituted for five years of the experience listed above as long as the candidate has two years of supervisory experience.
  • Current certification from the Government Finance Officers Association (GFOA) or the Association of Governmental Accountants (AGA) is preferred and may be substituted for one year of the experience listed above as long as the candidate has one year of supervisory or project management experience.

Responsibilities

  • Directly supervise, support, organize, evaluate, and direct the work of three Financial Services Supervisors who manage the primary financial functions of the City, including income tax administration, payroll, disbursements, and financial analysis.
  • Carry out upper-level management, supervisory, and professional responsibilities in accordance with the organization's policies and applicable laws.
  • Interview, hire, train, and coach employees.
  • Plan, assign, direct, review, and evaluate work product and outcomes.
  • Appraise employee and team performance; reward and discipline employees; address complaints and resolve problems.
  • Maintain a thorough knowledge of administrative policies and procedures, standard operating guidelines/procedures, and a comprehensive understanding of current public finance standards, rules, and regulations.
