About The Position

Manages the Community Recreation division’s operations through identification of core services and application of strategic planning techniques; develops and implements policies, procedures, and planning documents to provide for efficient delivery of services; manages and monitors work performance services by hiring, directing and evaluating staff assignments; collaborates with funding agencies, community organizations, businesses and other departments; monitors budget for division, grant and assigned capital improvement projects. Requires substantial interaction with the public. The essential functions of the job are not limited to those listed in the job description. Coordinates, manages and supervises Community Recreation to assure that the needs of the citizens of Danville are met efficiently, effectively and safely; Manages administrative duties and tasks for the division. Delivers services through activation of Community Centers, Neighborhood and Community Parks, Community Events and Programs. Employs, supervises, trains, motivates, disciplines and evaluates division full and part-time staff. Monitors staff certifications. Directs, develops and implements staffing, programs, policies and procedures for operations of division. Develops processes for promoting programs and services; develops and plans short- and long-range plans for division to include need assessment, service delivery, expansion of services and facility development; coordinates community engagement process, coordinating and compiling a variety of annual reports, documents and planning tools for division. Maintains the Asset Management Inventory. Plans, monitors and manages assigned budgeted accounts, grants and other funding resources to meet service and operation levels and coordinates, plans and implements Division Capital Improvement Plans by promoting facility needs, seeking funding sources and managing construction projects.

Requirements

  • Bachelor’s Degree in Recreation, Parks Management, Leisure Services or related field.
  • Three to five years related experience.
  • An equivalent combination of education and experience may be considered in lieu of the specific requirements listed above.
  • Playground Safety Inspector Certification issued by NRPA or similar organization.
  • Valid driver’s license and an acceptable driving record according to City criteria.
  • Advanced knowledge of the subject matter.
  • Complete comprehension of the subject area to solve common and unusual problems, able to advise on technical matters, and serve as a resource on the subject for others.
  • Intermediate reading ability.
  • Intermediate writing ability.
  • Intermediate math ability.
  • Recommendations regarding policy development and implementation are made and/or recommended.
  • Contact may involve support of controversial positions or the negotiation of sensitive issues or important presentations.
  • Evaluates customer satisfaction, develops cooperative associations, and utilizes resources to continuously improve customer satisfaction.
  • Normally performs the duty assignment according to his or her own judgment, requesting supervisory assistance only when necessary.
  • Special projects are managed with little oversight and assignments may be reviewed upon completion.
  • Performance reviewed periodically.
  • Advanced skills and knowledge in approaches and systems, which affect the design and implementation of major programs and/or processes organization wide.
  • Independent judgment and decision-making abilities are necessary to apply technical skills effectively.
  • Oversees budget preparation of a division or department budget.
  • Reviews and approves expenditures of significant budgeted funds for the department or does research and prepares recommendations for organization-wide budget expenditures.
  • Supervises and monitors performance for a regular group of employees or department.
  • Provides input on hiring, discipline, work objectives/goals, performance evaluation and work assignments.
  • Typically, a first line supervisor.
