About The Position

The Illinois Department of Public Health is seeking a highly motivated individual to serve as Chief of the Division of Emergency Medical Services and Highway Safety (EMS). The Chief of EMS has overall responsibility to manage, implement and ensure compliance with EMS and Trauma Systems and Program. The Division of EMS licenses and relicenses over 60,000 EMS personnel, has 55 designated trauma centers and 62 EMS systems.The Division Chief ensures that all visitors and citizens of Illinois receives the best prehospital care in a timely professional manner and through oversight ensures that patients are transported to the most appropriate licensed health care facility.

Requirements

  • Requires knowledge, skill and mental development equivalent to completion of four (4) years of college.
  • Requires prior experience equivalent to four (4) years of progressively responsible administrative experience participating in Emergency Medical Services and trauma systems.
  • Requires a valid Illinois license as a Professional Registered Nurse.
  • Requires appropriate, valid drivers license.
  • Requires ability to travel in the performance of duties.
  • Overtime is a condition of employment, and you may be requested or required/mandated to work overtime including scheduled, unscheduled, or last minute overtime. This requires the ability to work evenings and weekends. This also requires the ability to work in a 24 hour on call capacity.
  • Requires use of an agency supplied mobile phone.
  • Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position. As a result, the employee should be aware that if offered non-State employment during state employment or within one year immediately after ending State employment, the employee shall, prior to accepting any such non-State employment offer, notify the Office of the Executive Inspector General for the Agencies of the Illinois Governor (OEIG) or may be subject to a fine.
  • This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.

Nice To Haves

  • Thorough knowledge of the Illinois EMS Act and affiliated administrative code.
  • Four (4) years of experience supervising professional or managerial staff.
  • One (1) year of experience speaking in front of large crowds (ie. Presenting or testifying).
  • Current or previously held trauma nurse specialist certification.
  • Current or previously held advanced cardiac life support certification.
  • Current or previously held trauma life support certification.
  • Current or previously held lead instructor certification.
  • One (1) year of experience with National Incident Management Systems (NIMS) coursework.
  • One (1) year experience participating in incident command including drill, planning, exercises or real world events.
  • One (1) year of experience with grant writing.

Responsibilities

  • Serves as Emergency Medical Service Division Chief for the Division of Emergency Medical Services and Highway Safety (EMS).
  • Serves as a full-time supervisor
  • Liaison with trauma surgeons, emergency physicians and organizations, physicians, nurses and other health professionals.
  • Directs, oversees and evaluates the Division’s programs in order to measure effectiveness of the overall Emergency Medical Services System and Trauma Systems and assuring the availability of a data system and registry for continuous review of the EMS, Trauma and other specialty systems of care.
  • Determines EMS program aspects of potential federal grants.
  • Participates in the development and support of State and Federal legislation under the direction of the Deputy Director and as assigned by the Director.
  • Reviews all materials prepared by the Division for professional information including education material, EMT and Paramedic examinations, instructor and other clinical materials.
  • Coordinates efforts of the EMS program in the Department of Public Health with those of other agencies of the State government, i.e., the Department of Transportation, universities and colleges, hospitals, Secretary of State and other public and private agencies involved.
  • Participates in emergency response activities such as staffing the Public Health Emergency Operations Center (PHEOC).
  • Performs other duties as required or assigned, which are reasonably within the scope of the duties enumerated above.
