Requirements

  • Requires knowledge, skill and mental development equivalent to completion of four years of college, preferably with courses in business administration, accounting, tax accounting, or tax law.
  • Requires prior experience equivalent to three years of progressively responsible administrative experience in a public or business organization in related accounting, finance work.
  • Requires the ability to successfully complete a tax compliance and fingerprint-based background check.
  • Requires the ability to use and secure a state issued mobile device, e.g., cellular phone, laptop computer, tablet, etc.

Nice To Haves

  • Three (3) years of experience creating and editing professional written communications, including web-content while ensuring correct grammar, spelling and punctuation is applied.
  • Three (3) years of experience with publishing and editing website content on SharePoint and Adobe Experience Manager and electronic documents or multimedia files created with Adobe InDesign or Photoshop and Microsoft PowerPoint presentations, establishing and correcting issues with hyperlinks and accessibility report errors, as well as providing training for these tasks to others.
  • Four (4) years of experience working with existing Illinois tax laws, rules and regulations and implementing related changes.
  • Three (3) years of experience preparing written documents and other electronic communications which translates complex tax information into common language and/or visual presentations for the general public (laypersons).
  • Four (4) years of experience explaining processes and requirements related to Illinois taxes.
  • Four (4) years of experience with project management, including prioritizing assignments and working under deadlines.
  • Three (3) years of experience utilizing various software packages for graphics design and layout, (e.g., InDesign, Adobe Acrobat Pro, Photoshop, Microsoft PowerPoint, Word, Excel, in developing and publishing written and graphic communication materials) for producing content for public viewing and use.
  • Four (4) years of experience using GenTax, MyTax Illinois, or similar tax processing software systems.
  • Four (4) years of experience that includes staff development, evaluating employee performance, determining staff needs, and establishing employee goals and objectives.

Responsibilities

  • Provides extensive technical consultation and liaison services in the Illinois Department of Revenue (IDOR) Office of Publications Management.
  • Uses various software packages and systems (graphics design, layout, and other electronic communication tools), e.g., Adobe InDesign, Acrobat Pro, Photoshop, and Experience Manager; Microsoft PowerPoint, Word, Excel, etc., to develop Office of Publications Management (OPM) communications projects (electronic, multi-media, and printed material) for public distribution and for related work.
  • Serves as a liaison with representatives from IDOR program areas and other OPM staff in analyzing, prioritizing, evaluating, summarizing, developing drafts, obtaining final approval for communication projects, and testing, review, and approval for the related implementation of the project.
  • Organizes, presents information at, and attends meetings.
  • Serves as the information and records manager for the Office of Publications Management. Follows office procedures and standards.
  • Serves as full line supervisor.
  • Conducts research for special or technical understanding in order to develop materials involving general or technical tax areas, rules, regulations, policies, procedures, and standards and related trainings.
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
