About The Position

The City of Bellevue is seeking a Diversity, Equity and Inclusion (DEI) Administrator to join their Diversity Advantage Team within the Human Resources department. This role involves developing, supporting, implementing, and championing DEI initiatives both within the City organization and the broader Bellevue community. The position will work collaboratively to integrate the city's Diversity Advantage Plan 2035 and its DEI Core Value into city operations, culture, policies, and services. The ideal candidate will have demonstrated experience serving internal clients and engaging with the community in a DEI capacity, with a passion for social justice and equity.

Requirements

  • Bachelor's degree in cultural studies, public administration, political science, communications, English, social studies, non-profit management, public relations or a related field from an accredited institution.
  • Five or more years of professional-level experience in implementing DEI strategy and initiatives, project management, facilitation and engaging diverse communities.
  • Three or more years of professional related experience in adult training and education, strategic planning and performance management, and organizational development.
  • Or any equivalent combination of education, experience, and training that provides the required knowledge, skills, and abilities.
  • A strong commitment to purpose and knowledge on principles around Diversity, Equity, and Inclusion and ability to apply that knowledge to a variety of topics.
  • Exceptional knowledge of equity and transformative outreach practices to ensure inclusive, equitable and broad public participation, especially with historically underserved communities.
  • Demonstrated success in providing comprehensive oversight over multiple overlapping projects, including managing team member roles and responsibilities, project milestones and deadlines and budget.
  • Expert facilitation of cross-functional teams and groups and the ability to help groups with differing backgrounds and interests align to shared goals, purpose and strategies.
  • Knowledge of performance management and continuous improvement processes.
  • Experience applying change management principles to guide teams and organizations through significant changes to practices, policies and culture.
  • Demonstrated experience in strategic planning.
  • Strong ability to collaborate and partner across diverse people and groups to accomplish shared objectives.
  • Effective speaking, writing and communication skills that convey an understanding of the unique needs of different audiences.
  • Strong demonstration of emotional intelligence to be able to act compassionately, objectively and tactfully in difficult situations.
  • Establish and maintain effective working relationships with city and community leadership.
  • Technologically savvy and has demonstrated excellent working knowledge of Word, Excel, PowerPoint, and virtual platforms such as MS Teams.

Responsibilities

  • Serve as a primary driver of enterprise-level implementation of DAP 2035 by developing systems, processes, and frameworks for planning, measuring, reviewing, and reporting on DEI progress.
  • Build internal organizational capacity to implement DEI initiatives consistently and sustainably across all departments.
  • Convene and facilitate cross-functional teams to integrate DEI principles into city operations, practices, and culture.
  • Partner with staff and leaders to apply an equity lens to projects, programs, and services, identifying potential inequitable impacts and expanding benefits to underserved communities.
  • Provide strategic planning guidance, tools, and resources to City departments for developing and implementing Short-term Equity Plans.
  • Design and deliver DEI training and education curriculum for staff at all levels.
  • Strategically leverage quantitative and qualitative data to inform and shape enterprise DEI priorities and drive continuous improvement.
  • Support internal and external reporting on DAP 2035 progress and guide performance review cycles.
  • Support the development and implementation of citywide community engagement standards and best practices to ensure equitable approaches.
  • Cultivate strong relationships with historically underrepresented communities and community-based organizations.
  • Serve as an advocate for community needs across the organization.
  • Design and lead community engagement and planning processes that bridge community priorities with city decision-making.
  • Develop and lead the city's Tribal Engagement strategy, building and sustaining government-to-government relationships.
  • Lead the city's public-facing communications strategy on diversity, equity, and inclusion.
  • Staff the Bellevue Diversity Advisory Network (BDAN), facilitating dialogue and ensuring community perspectives are elevated.
