About The Position

This position is responsible for promoting, monitoring, and ensuring workplace safety for all FDOT District 4 staff which includes implementing the safety and health program and supervisory duties. Contributing to the mission of the agency in ensuring staff go home safely every day includes both proactive and reactive office safety, field safety, roadway/roadside safety, and vehicular/equipment safety. This position also manages a contract to support the safety related programs, such as but not limited to including responding to and tracking hazardous materials and spill cleanups. The position is involved with setting priorities, tracking and reporting incidents and inspections, conducting training, and leading a safety committee, along with other duties in compliance with the Occupational Safety and Health Manual.

Responsibilities

  • Supervises, motivates, and trains subordinate staff. Plans, schedules, and establishes workload for subordinates. Provides support in resolving problems, scheduling work, establishing deadlines, and setting priorities. Motivates employees to improve the quality and quantity of work performed. Conducts employee performance reviews and disciplinary action as required and recognizes exceptional performance, all in a fair and consistent manner.
  • Manages, implements, and reviews processes and activities for the programs of Confined Space Entry, Respirator Protection, Hearing Conversion, Motor Vehicle/Heavy Equipment Operations, Hazardous Energy Control, Blood Borne Pathogen, and Hazardous Material Handling, Disposal and Hazard Communications. Serves as a coordinator and contact manager for agencies and/or companies providing services in support of safety related programs. Conducts technical research as necessary to ensure compliance with safety requirements. Oversees the review, approval, and processing of invoices for the purchases of goods and services.
  • Promotes safety awareness; assisting managers and supervisors in planning and installing effective safety programs. Plans, coordinates, and implements safety and health education, training, and activities within the district/region, including scheduling and assigning staff to speaking engagements, seminars, and the presentation of safety awards. Formulates guidance for safety and health standards and initiates written policy implementing safety standards and requirements for a wide variety of operations. Serves as a technical advisor to the Safety Committees.
  • Coordinates safety audits of all Department buildings, facilities and maintenance and construction work sites. Issues orders to shut down activities when judgment indicates that imminent danger to life and/or property exists. Prepares and transmits official reports of inspections, consultations, and recommended corrective action to employers, establishing mandatory abatement periods and scheduling follow-up inspections to verify correction of violations.
  • Plans and directs the Safety and Health programs for the District to prevent unsafe acts or conditions that could result in injury, occupational illness, or loss of life. Provides technical assistance and input to District Management for the operations of safe work practices. Ensures compliance with the Department’s Loss Prevention Manual. Develops, implements, and manages the Loss Prevention Program Plan; monitoring and assessing progress towards the achievement of the plan’s goals and objectives. Advises and acts on all matters pertaining to occupational safety and health for the District. Maintains a working knowledge of current Occupational Safety and Health Administration regulations.
  • Reviews Vehicle Crash/Incident reports and Personal Injury/Illness reports for all district employees to ensure quality control. Maintains data of all reports and identifies trends in these areas and provides recommendations to prevent occurrences. Ensures all appropriate data is entered into the Industrial Safety Information Management System (ISIMS). Directs and conducts investigation of major industrial accidents.
  • Performs District specific duties which includes the following: Oversee the hazmat material disposal and hazmat spill mitigations. Conducts and coordinates trainings to Department employees on hazmat material handling and hazmat spill mitigation.
