About The Position

Incumbents of positions in this series prepare or review plans, designs, specifications and cost estimates for engineering projects; prepare and/or review reports, studies and analytical data; perform calculations relating to engineering problems; perform engineering surveys; inspect construction and/or maintenance work; and perform related work as required. The basic purpose of this work is to perform professional engineering duties in such areas as highways, bridges, buildings and facilities all in accordance with sound engineering principles, applicable laws, regulations and standards. Incumbent will oversee all aspects of the District Permit Section, including, but not limited to, the review and issuance of highway access permits, analysis of transportation improvements including proposed traffic signal systems, roadways improvements, utility installations, mitigation measures for proposed developments, directional drilling, aerial installations, residential and commercial driveway permits, etc.

Requirements

• At least (A) four years of full-time, or equivalent part-time, technical or professional experience in civil engineering work in such areas as construction, survey, design, transportation, hydraulics, structural, sanitary, drafting, environmental, highway, architectural, airport, soils and materials, of which (B) at least two years must have been in a professional capacity, or (C) any equivalent combination of the required experience and the substitutions below.
• An Associate's degree with a major in civil engineering or civil engineering technology may be substituted for a maximum of one year of the required (A) experience.
• A Bachelor's degree with a major in civil engineering or civil engineering technology, may be substituted for a maximum of two years of the required (A) experience.
• A Graduate degree with a major in civil engineering, may be substituted for a maximum of three years of the required (A) experience and one year of the required (B) experience.
• The terms civil engineering and civil engineering technology include related engineering disciplines such as construction, survey, design, transportation, hydraulics, structural, soils, sanitary, environmental, drafting, highway, architectural, mining, airport and materials.
• Educational substitutions will only be permitted for a maximum of one year of the required (B) experience.
• Possession of a current and valid Massachusetts Class D Motor Vehicle Operator's License may be required.

Responsibilities

• Performs customer service work (email, telephone, and in person) to potential permit grantees and other public and private entities to ensure effective, consistent, and streamlined MassDOT permitting process.
• Be responsible for working with SHAPS to prepare and process State Highway Access Permit Applications in accordance with MassDOT policies and procedures.
• Be responsible for recommending engineering design modifications to properly mitigate traffic and minimize impacts with consideration of how roadway geometry effects new intersections from abutting properties; must possess a general knowledge of environmental regulations and policies in order to assess potential impacts from proposed permit work; must have an understanding of hydrology in order to review drainage calculations to assess potential impacts of storm water discharge to State Highway Layout and understand implementation of Best Management Practices on site, while adhering to the Drainage Connection Policy.
• Coordinate permit reviews with other sections within the District office and HQ in Boston.
• Perform various inspections of permits to ensure compliance with MassDOT Permit Policy, including pre-issue inspections, construction inspections, and post issue inspections.
• Review potential encroachments within State Highway layouts to ensure compliance with MassDOT Permit Policy. He/she will apply knowledge of State Highway limits and layouts to identify encroachments and work collaboratively with property owners and other stakeholders to resolve them amicably.
• Participate in meetings and pre-construction conferences with public and private planners and developers regarding highway mitigation, MEPA reviews for private developers, municipal improvements, and other related projects.
• Oversee special permit activities, such as movie/television filming requests, building moves, or assisting the Commercial Truck Permits Office with questions regarding oversized loads moving through the District.
• Provides guidance and direction to consultants, developers, public entities, subordinates, and others to ensure access permitting review and issuance is performed in accordance with current CMR, policies, & procedures, and that associated construction activities are performed in accordance with current standards.
• Assists the District Operations Section with other related duties as required.
