About The Position

The District Operations Manager provides operational and financial oversight to ensure consistent, compliant, and profitable project delivery. In addition to their primary role, the ROM serves as an oversight and performance resource across the project lifecycle - supporting pricing and margin integrity at initiation, monitoring financial and operational performance during execution, and reinforcing corporate processes through structured reviews, audit preparation, and training. The DOM’s responsibilities focus on delivering margin commitments, validating scope-to-price alignment, ensuring adherence to project management standards, and identifying risks or performance issues early. Through regular project reviews, documentation audits, and collaboration with Project Managers and Accounting, the ROM promotes accountability, transparency, and disciplined execution to support overall business performance. The DOM duties include, but are not limited to:

Responsibilities

  • Support Development and/or final review of rate schedules All rates are submitted to the DOM for review and approval prior to submission to the client. Reviews or develops salary escalation assumptions and blended rates to ensure costs are covered throughout the life of the project.
  • Support Development and/or final review of pricing The Project Manager and Project Accountant develop pricing for the contracted scope of work. The fee is submitted to the DOM for review prior to submission to the client. The ROM reviews and approves pricing before it moves through DOA approvers. DOM was to review the scope of work and ensure pricing was sufficient for the scope.
  • Review of Margin Analysis Scope and Margin Review Reviews the scope of work to ensure pricing is sufficient to support the defined scope. Reviews the Margin Analysis. Reviews the EO prior to submission. The financial setup of projects is completed using a corporate template for margin analysis. Reviews and approves the margin analysis and final margin commitment. Ensures the margin analysis includes the WBS structure and associated costs, revenue, and expenses. Once approved, the Project Analyst sets up the project in the ERP system.
  • Project Components Reviews and approves required project components at project initiation, including: Project Management Plan Project Safety Plan Project Quality Plan Ensures updates to these components are completed throughout the life of the project
  • Internal / External business audit preparation Review projects for compliance with business processes specific to all project components. Prepare project managers for internal or external audits that assess compliance with business processes.
  • Project Reviews Schedules and leads monthly project reviews that include, at minimum, the DOM, Project Manager, and Project Accountant. Additional participants may include the Area Manager (office lead) and Quality Manager. The agenda includes (but is not limited to) review of: Project delivery components Financial performance Physical percent complete Estimated cost to complete (ETC) Financial review would (but is not limited to) review of: Costs to date Revenue based on costs incurred Billings, and payments. Identification of discrepancies or red flags (e.g., excessive cost burn, labor breakage affecting revenue) Reviews staffing plans, work-sharing issues, schedule look ahead. Records and tracks actions items for follow-up at subsequent reviews.
  • ETC Effort Supports Project managers, as needed, with monthly or quarterly ETC submissions Reviews adjustments monthly with PM to ensure accuracy.
  • Project Manager training Schedules and delivers the corporate project manager training modules. Training includes project management fundamentals and corporate processes for project delivery.
  • Audit of Project File Documentation Performs monthly verification of required documentation within project files, including: Signed Contract Quality Plan Health and Safety Plan (HASP)
  • End-of-Month Support Supports the Operations Manager with end-of-month revenue recognition activities and decisions for individual projects.
