About The Position

PFM is a national leader in providing independent financial advice as well as management consulting, and strategic planning services to local, state, and regional government and non-profit clients. For four decades, PFM has built a solid presence in the municipal marketplace. We currently employ 350+ employees located in every region of the country. The District Manager manages a caseload of Community Development District (CDD) clients (10-25) which may include Property Owners Associations (POAs). District Managers analyze and monitor the adopted budgets of each of their CDD clients, ensuring that they are balanced and include all necessary expenditures and revenues. Additionally, they ensure that the District is in compliance with Chapter 190 Florida Statutes. This position is based in the Orlando East office.

Requirements

  • At least 2-4 years of similar work experience with Community Development Districts in Florida
  • Excellent verbal and written communications skills
  • Superior interpersonal skills with a proven ability to effectively engage and collaborate with clients, colleagues and leadership
  • Must be self-motivated and highly organized, with the ability to prioritize and manage multiple processes independently while demonstrating a sense of urgency and a strong attention to detail
  • Ability to consistently adhere to the highest standards of integrity, professionalism, ethics, and confidentiality
  • Strong proficiency in MS Word, Outlook, Excel & PowerPoint.
  • Ability to travel within Florida to attend client meetings, approximately 30-40% of the time.
  • Client meetings may occur after business work hours - this is a necessary component of this role
  • Must have a valid driver’s license with a driving record in good standing
  • Authorization to work in the U.S. for any employer without sponsorship now or in the future

Nice To Haves

  • Bachelor’s or associate degree preferred. If not available, commensurate work experience may be considered.

Responsibilities

  • Organize and lead all required client board meetings.
  • Ensure completion of all tasks related to scheduling, recording, and conducting these meetings for assigned clients.
  • Ensure the agenda is drafted and posted as needed.
  • Participate in the meeting and ensure that the client addresses all agenda topics, and that a quorum is met before any decisions are made.
  • Complete any follow up tasks related to decisions made in the meeting, such as scheduling public hearings, placing appropriate advertisements for meetings, and/or obtaining proposals for requested services.
  • Apply financial and operational experience, such as RFP and bond transaction, whenever necessary.
  • Develop FY budget with client, utilizing budget information detail from the prior year and incorporating any new priorities for the current year.
  • Facilitate review with client in coordination with district accounting team, and ensure the budget is approved by the Board in accordance with Florida statutes.
  • Maintain consistent communication with District Accounting colleagues to understand each assigned client’s budget, inclusive of the operating and maintenance budget and the debt service budget.
  • Ability to speak to (and provide feedback) on various budget items during each client’s board meetings.
  • Work with District staff, including District Counsel, District Engineer, maintenance, and construction liaisons, to ensure the budget is reviewed prior to projects coming online.
  • Ensure that assigned clients are compliant with all Chapter 190 Florida Statutes, or any other local or state requirements to remain compliant.
  • Provide training and support to Assistant District Managers and Associates (Admin staff).
  • Coordinate with other District Managers to determine what tasks should be assigned.
  • Respond to emergency notifications for client and client property.
  • Coordinate with District Counsel and insurance providers as necessary to analyze and review any issues.
  • Assist client as needs arise in a timely and efficient manner.
  • Assist with special projects as assigned.
