About The Position

The District Manager is a management position with accountability to plan, implement, and monitor operations, profitability, quality service, marketing and resident relations of the property, while maintaining the owner’s investment. The District Manager is the primary contact between ZRS and our owners. The District Manager manages a smaller portfolio than a Regional Manager and typically reports to a Regional Manager, or a Regional Vice President or a Vice President.

Responsibilities

  • Oversee Operations of the Properties – The District Manager is expected to inspect and oversee all the operations of the properties in their portfolio to ensure proper company policies and procedures are followed in areas such as: Resident Relations, Property Maintenance Budget / Expense Management, Vacant Unit Status, Cash Receipts, Financial Review / Capital Improvements, Training / Mentoring, Market Competition, Curb Appeal, Record Keeping, Fair Housing Practices, Liability Issues/Concerns, Risk Management Inspect and approve on-site reports for accuracy and compliance.
  • Ensure all vendors are approved in Compliance Depot. Interview contractors and accept bids to be presented to the owners depending on contract amount; monitor all proposals and contracts for projects at sites. Assist with property inspections. Complete the District Manager site visit checklist every quarter. Save the report with the backup documentation on the X drive in the specific property folder.
  • Provide marketing strategy to generate rentals or for rent increases and be responsible to assist with creative and responsive advertising and assist with marketing needs. Shop comps for each property in assigned portfolio. Re-shop quarterly or more frequently. If the property begins significant renovations or a repositioning investment strategy, shop area properties and reassess comps. Manage ROI spreadsheet to monitor the renovation process and returns.
  • Prepare Action Plans when an asset fails to meet expectations. Investigate all police and fire department incidents and coordinate all legal communications relating to on-site matters. Follow proper reporting to the client and receive client approval on all crime notifications sent to the resident.
  • Assist with the pursuit of new business, market research for new business, and/or assist in new property acquisitions and due-diligence projects within or outside of their defined region.
  • Client / Resident / Vendor/ Peer Relations – The District Manager is expected to professionally represent the Company with its clients, employees, residents and vendors. Review and deliver accurate financial reports to clients by the deadline listed in the management agreement or otherwise set by the client and/or your Regional Manager. Participate in property owner meetings, and work with the owners to identify property goals and objectives, seek permission from the client for expenses as outlined in the management agreement. Prepare agenda and reports prior to the meeting with the client.
  • Provide back up and support for Property Managers and effectively communicate with the Regional Manager or a Regional Vice President or a Vice President on serious property related issues and owner/asset manager communication. Review and understand the management agreement for each property they are responsible for. Understand client expectations, goals, and implement plans accordingly. Proactively offer solutions to problems to the client.
  • Budget Control – The District Manager is expected to assist with budget preparation, maintain knowledge of monthly budget variance, provide written evaluation of income and expense line items that are significantly over budget, provide capital improvement suggestions for future of site, check approval of all invoices for payment, provide follow up so that they are presented timely to accounting department for payment. Ensure timely submission of the budget. Receive approval from Regional Manager for an extension or change to the budget deadline date. All budgets must be reviewed by at least one additional corporate level employee (Regional Manager) before submitting to a client.
  • Oversee On-Site Team – The District Manager is expected to develop a high quality on-site team through effective recruitment, training, motivation, and coaching strategies. Host Property Manager meetings every quarter. Hiring and training of Property Manager and approving all on-site hiring decisions. Motivate through goal-setting and employee recognition. Counsel and evaluate Property Managers’ performance periodically. Manage and resolve employee conflicts in a positive way. Ensure timely reporting of Workers Comp injuries. Assist with counseling for on-site staff, review and sign off on all site annual evaluations and make annual compensation recommendations for all on-site staff. Sign off on all requests from the site – including bonus sheet and salary changes, ensure all counseling statements, written evaluations and salary changes are communicated to the Regional Manager or a Regional Vice President or a Vice President and delivered to the Payroll and the Human Resource Department timely. Monitor all employee interviews, hiring and terminations. Coordinate or approve all onboarding process for the new hires. Approve payroll and PTO requests biweekly in the HRIS system.
  • The District Manager is expected to attend periodic manager meetings and any other meetings/seminars pertaining to property management. Assist the Regional Manager or a Regional Vice President or a Vice President with special assignments. The District Manager is responsible for the successful operation of his or her properties and the satisfaction of the owners ZRS serve.
