About The Position

This examination is being given to fill 1 vacancy in the General Services Department and to establish an eligible list to fill future vacancies. Requirements

  • Possession of a valid California driver’s license.
  • Principles and practices of management and supervision; budget preparation and monitoring; project management principles and practices; methods, materials, tools, and practices used in painting, plumbing, carpentry, masonry, electrical and mechanical trades; occupational hazards and safety precautions of the building, electrical, and mechanical trades; standard practices, processes, and materials involved in trades related to general building maintenance; federal, state and local laws, rules and regulations relevant to assignment, including standard uniform building and safety codes; basic computer and modern office automation technology relevant to department operations; general report writing procedures.
  • Plan, assign, supervise and coordinate the work of subordinate staff; estimate labor, materials and other costs for projects; read and interpret complex rules, regulations, plans and specifications; prepare budgets; monitor expenditures and recommendations; create and work from sketches or plans for improvement or alteration of buildings and equipment; make accurate estimates of time and material required for repair and maintenance work; use tools utilized in the building trades; operate basic computer and modern office automation technology, including pertinent software; maintain records and prepare reports; communicate effectively, both orally and in writing; establish and maintain effective working relationships with employees, external agencies, the public, and others.

Nice To Haves

  • Two years as a Crafts Worker IV in San Joaquin County service.
  • Six years of journey level experience in a least one of the building trades, including two years in a supervisory capacity.
  • Possession of a bachelor's degree from an accredited college or university in construction management, public administration, business administration, mechanical engineering, electrical engineering, or related field. Experience: Two years of experience supervising work in various phases of construction.

Responsibilities

  • Directs, assigns, trains, supervises, coordinates the work of employees engaged in the construction, renovation, alteration, and maintenance of County buildings and equipment; manages construction projects, estimates labor and materials, orders necessary supplies and materials.
  • Participates in the selection of staff; assigns, reviews and evaluates the performance of employees; trains, counsels, and manages staff performance.
  • Plans and coordinates skilled employees in all of the mechanical, construction, and maintenance trades, including high voltage distribution and service systems; maintains industrial laundry and kitchen equipment, boilers, HVAC, electronic alarms, and security systems.
  • Prepares working sketches, and diagrams; reads and interprets construction blueprints including electrical, plumbing, heating and ventilation, mechanical blueprints; recommends modifications.
  • Determines building and machinery needs for service and repairs; performs system, equipment, and machinery analysis for replacement, upgrading, or modernizing; maintains maintenance and construction records; prepares reports and correspondence.
  • Prepares budgets and manages operational expenditures areas of responsibility; investigates and recommends staffing, operational, and equipment requirements.
  • Prepares construction and renovation bid documents for contractual services; evaluates proposal and recommends appropriate actions; insures compliance to terms and agreements, contract specifications and industry standards for all work performed on county buildings, machinery and equipment.
  • Serves as liaison between department managers and staff, and other governmental agencies for physical plant needs.
  • Serves as liaison between the County and various agencies that govern the inspection and accreditation of facilities to ensure various fire, health, and building codes are met; enforces fire safety, administrative and building code requirements.
