About The Position

An employee in this position performs responsible technical and supervisory work planning and supervising the work of crews engaged in construction, maintenance, and repair of the water distribution system for Harnett Regional Water. This includes: planning, organizing, and supervising crews engaged in a variety of work associated with providing water distribution and/or sewer collection services to citizens; planning work projects based on management priorities; coordinating work with property owner; assigning crews to projects; inspecting work in progress and upon completion; supervising and participating in the work of the crews; answering and resolving public complaints; requesting and acquiring necessary resources for projects; and overseeing the safety of work crews.

Requirements

  • High school diploma or equivalent; Four (4) years of related work experience; Or equivalent education and/or experience.
  • Possession of a valid North Carolina commercial driver's license (Class A).
  • Possession of a minimum NC Water Distribution System (Grade B) Certification.
  • Completion of Confined Space Training.
  • Other certifications as required by the County.

Nice To Haves

  • Possession of NC Collection System (Grade I) Certification Desired.

Responsibilities

  • Plans, and directs employees, equipment, and materials to install, maintain, and repair water and sewer lines, hydrants, meters, valves, and pumping stations; participates in field work; surveys job sites prior to instructing crews on large or more difficult projects.
  • Inspects work during performance and after completion; prioritizes projects; and coordinates the use of available equipment, materials, and staff to obtain maximum effectiveness and economy.
  • Plans preventive maintenance programs for hydrants, valves, and meters.
  • Responds to citizen requests, concerns, and issues; performs field review; and meets with citizens.
  • Participates in preparation of budget requests; keeps records; and prepares reports of work unit activities.
  • Must be able to drive and operate a vehicle to travel as needed.
  • Orders necessary materials and supplies; prepares material and supply requisitions; maintains adequate inventory of parts, supplies, tools and materials; and maintains appropriate records of inventory.
  • Obtains quotes and oversees contracted work; inspects contracted work and identifies deficiencies and remedial action needed.
  • Ensures video-taping of new lines prior to acceptance by the County; participates in review of construction drawings prior to construction projects being approved.
  • Participates in hiring and ensures that workers are properly trained in proper work methods and techniques; conducts performance evaluations and coaches employees on performance; and ensures the application of safe work methods and practices.
  • Performs other related duties as assigned.
