About The Position

As a core member of the State Policy team, the Director, US State Policy is responsible for the development and execution of policy positions and advocacy initiatives, using a consensus approach with strategic external and internal relationships. The Director will drive a policy portfolio of high visibility pharmaceutical and medical device public policy issues related to our core assets.

Requirements

  • Bachelor’s Degree required
  • A minimum of 10 years of related professional experience is required.
  • Thorough knowledge and understanding of US public policy development including regulatory and legislative processes.
  • Demonstrated ability to analyze complex health care regulations and policies, distill complex policy matters to develop and assess policy options and prepare comments on complex healthcare rulemakings and other proceedings.
  • Ability to engage in high-level strategic and analytical thinking.
  • Ability to perform research with a working knowledge of relevant information and data sources and skilled in the use of data to inform policy positions and advocacy strategy.
  • Demonstrated internal and external leadership skills and gravitas, with the ability to work proactively and independently.
  • Ability to establish and maintain collaborative working relationships with colleagues, stakeholders, and industry personnel, including subject matter experts, government affairs staff, and high-level executives.
  • Excellent oral communication, written communication, and presentation skills, especially persuasive writing.
  • Demonstrated commitment to learning emerging technologies, such as AI, through exploration, iteration, and applying new tools over time

  • MHS/MA/MS or higher, with health policy focus is strongly preferred.

Responsibilities

  • Supports a portfolio of high visibility public policy issues requiring expertise and experience of U.S.-based health care costs and affordability, coverage & reimbursement of pharmaceutical and medical device products, insurance coverage and benefit design including Medicaid, payment and delivery system reform, value assessment and the regulation of emerging and digital technologies.
  • Tracks, analyzes, and drives strategy on state legislation in assigned issue areas in partnership with State Affairs leads.
  • Partners with relevant J&J stakeholders on policy-related aspects of implementation of enacted state policy changes in assigned issue areas.
  • Leads or supports trade association engagement and coordination in advancing policy positions, including planning, design, development, preparation, and submission of comprehensive written comments and testimony in assigned issue areas.
  • Builds, sustains, and leverages effective relationships with relevant outside stakeholder entities to advance Johnson & Johnson’s payment and health care delivery policy and advocacy priorities.
  • Establishes industry-leading subject matter expertise to routinely provide recommendations to J&J business partners.
  • Monitors and participates in government and stakeholder meetings, official proceedings, and other activities to ensure priorities are represented and positively influence final outcomes.
  • Serves as subject matter expert in development of advocacy materials in assigned issue areas.
  • Represents J&J as appropriate in external venues, including as a presenter at third-party conferences and other events.
  • Supports thought leadership in shaping new policies, through coordination with key stakeholder groups.
  • Works with key internal partners to identify and advance necessary policy research in assigned issue areas.
