About The Position

This position at MABSTOA is for a Director, Transportation Training (Buses). The role involves directing employees and activities within the Trans./Safety Training Units, including evaluating instructors, developing curricula, assessing probationary employees, creating new training initiatives, and providing training and direction to Division Training Supervisors. The Director is responsible for planning, developing, implementing, and managing all Department of Buildings (DOB) regulations mandated by NYS Motor Vehicle and Traffic Law (Section 19-A) and the Federal Commercial Motor Vehicle Safety Act (CDL). This includes developing policies and procedures for compliance and managing a Performance Evaluation Program to improve the safety of Bus Operators (B/Os) and implementing probationary review programs. The role also involves providing training to MTA Bridges & Tunnels.

Requirements

  • A bachelor’s degree from an accredited college or university in Transportation Management or Engineering or satisfactory equivalent of education and experience may be considered in lieu of a degree.
  • Seven (7) years of full-time related experience.
  • Three (3) years in a supervisory, managerial, training, or closely related capacity.

  • Extensive knowledge of NYCT/ MaBSTOA Rules & Regulations, DOB operations, COL requirements, NYS OMV 19-A laws and labor relations.

Responsibilities

  • Directly supervise and manage the activities of Superintendent’s of Transportation and who are responsible for training for Bus Operators and Dispatchers.
  • Evaluate instructor performance and provide training and/or coaching where performance needs improvement.
  • Provide training to MTA Bridges & Tunnels
  • Perform curriculum development functions including training needs analysis, program design, and program review and modification.
  • Ensure that training courses and instructors meet job requirements and operational objectives.
  • Manage the Performance Monitoring Program to evaluate and improve the service reliability of individual Bus Operations within DOB.
  • Coordinate the delivery of undercover check rides, random observations, standardized evaluations and appropriate record retention.
  • Ensure that the follow-up actions taken are appropriate to facilitate individual performance improvement
  • Plan, develop, implement and manage all DOB regulations mandated under NYS Motor Vehicles and Traffic Law, Section 19- A and the Federal Commercial Motor Vehicle Safety Act (CDL).
  • Develop the policies and procedures necessary for ensuring NYCT’s compliance with these regulations.
  • Do training to MTA Bridges & Tunnels
  • Direct the evaluation of probationary transportation employees.
  • Make recommendations on whether or not “ probies ” should pass or fail their probationary period.
  • Ensure documentation is in place to support the decision to not pass a “ probie ”
  • Performs other duties as assigned
  • Complies with all policies and standards
  • May be to work hours outside regular work hours, as applicable
  • Observes the work performed by contractors, as applicable
  • Reviews invoices and approves them if the work has contractual standards, as applicable
  • Addresses performance issues with the contractor when possible, as applicable
  • Escalates issues to other parties when needed, as applicable
