About The Position

The Director - Transportation Services is responsible for providing safe, efficient, and effective transportation services for the district’s students and overseeing the district’s operational vehicles. This role involves managing a team, overseeing budgets, and ensuring compliance with relevant laws and policies.

Requirements

  • Bachelor’s degree in Business Administration, Public Administration, Logistics, or related field from an accredited institution, or any equivalent combination of related education, training and/or experience.
  • Five (5) years of leadership experience in transportation-related area.
  • Progressive experience in governmental accounting, finance, or budgeting, which includes expenditures and financial responsibility.
  • Two (2) years of experience managing, mentoring and leading teams of managers and employees.
  • Ability to research and resolve problems using data from a variety of resources and tools.
  • Proven success in a self-directed work environment.
  • Knowledge of transportation logistics, safety fleet management, GPS, digital surveillance, and dispatch.
  • Knowledge of organization and management theory and practice.
  • Knowledge of human resources management.
  • Knowledge of organizational development, customer service and transportation related technology.
  • Experience in vehicle routing analysis, simulation, budget allocation, operational and ESE policy interpretation, and compliance issues.
  • Capacity to analyze and synthesize technical data for use in decision making.
  • Capability to plan and organize effectively and present information in a concise, understandable manner.
  • Ability to facilitate group processes in consensus building, conflict resolution, planning and decision making.
  • Knowledge of and ability to read, interpret and enforce federal, state and local laws and policies governing the transportation of students.
  • Incumbent is considered “essential personnel” during an emergency and can be subject to being held over or called back to a district location at all times.

Responsibilities

  • Plans, organizes, directs, and coordinates the efficient and effective planning, routing, dispatching, operation, inspection, maintenance, repair, and storage of school buses and other district vehicles.
  • Manages development of procedures and processes related to Transportation systems.
  • Remains current with changing technology and makes recommendations for new systems and upgrades.
  • Manages, oversees, and evaluates each manager reporting directly to him/her regarding productivity in achieving district goals.
  • Provides mentoring and guidance to direct reports, including problem-solving and continuous, constructive feedback.
  • Conducts individualized budget training.
  • Develops plans and identifies district goals for each key performance indicator (KPI) of the unit.
  • Assists the Senior Director, Transportation Services with yearly preparation of the operating budget.
  • Investigates and resolves concerns related to student transportation.
  • Establishes/monitors use of performance measures and best practices to continuously improve quality and cost of services.
  • Coordinates the consistent application of standard operating procedures between area managers.
  • Assists in planning and implementing a system of feedback and evaluation regarding the effectiveness of the section as perceived by the users of their services.
  • Keeps the Senior Director, Transportation Services informed of critical issues within the unit and incidents about which the Superintendent and Board should be made aware.
  • May be required to serve as a Disaster Incident Management Team (DIMT) member during a disaster or emergency.
  • Follows the district’s policies and procedures as related to all HRMD guidelines and the district’s instructional initiatives.
  • Follows the district’s policies and procedures as related to fixed assets.
  • Develops leadership in management staff.
  • Responsible for keeping up to date on current technology being used by OCPS and attends training to ensure skill level.
  • Responsible for maintaining timely and accurate information and accountable for the quality of information maintained by those they supervise.
  • Responsible for self-development and keeping up to date on current research, trends and best practices relevant to the area of responsibility.
  • Performs other duties and responsibilities assigned by the supervisor.
