About The Position

As a Director of Transmission Planning at Oncor, you’ll direct planning activities associated with the overall development of Oncor’s transmission system. This role is responsible for the development and execution of all policies and procedures required to maintain an evolving transmission development plan. This role focuses on Electric Reliability Council of Texas (ERCOT) interaction, compliance, modeling activities, training and generation interconnections. This role is responsible for identifying and incorporating the impact of emerging trends, developing and advocating policy changes at relevant external organizations, and incorporating strategic decisions that support Oncor’s competitive objectives. Requirements

  • Bachelor of Science Degree in Electrical Engineering or similar and 5+ years of work-related experience in planning, design, construction, operation, or maintenance of transmission facilities required.
  • In addition to the above, 5+ years of technical management and supervisory experience is required.
  • In depth knowledge of company operations, policies and procedures.
  • Detailed knowledge of Oncor Electric Delivery, NERC and ERCOT transmission system and the technical planning and operating requirements and procedures.
  • Demonstrated communication and team-building skills for effective interface with internal and external entities.
  • Ability to persuade and negotiate competitively advantageous solutions while exhibiting strong business judgement.
  • Demonstrated prudent stewardship of company resources while delivering maximum benefit.

Responsibilities

  • Direct the inclusion of all transmission planning data assumptions, including but not limited to generation interconnections, large load additions, load growth assumptions, and emerging technologies, as well as, ensuring all compliance requirements are met to produce complete and accurate planning models that will be used for various purposes. This is done through ensuring complete and accurate Annual Load Data Request (ALDR) development and Steady-State Working Group (SSWG) participation
  • Direct Transmission Planning’s compliance activities.
  • Ensure that documentation of compliance with Reliability Standards and other binding documents are completed and available as needed for Texas Reliability Entity (TRE) and National Electric Reliability Corporation (NERC), audits. This includes preparation of Oncor’s annual assessment for Transmission System Planning (TPL) 001-5 and other Model on Demand (MOD) and Facilities Design, Connections, and Maintenance (FAC) standards.
  • Direct Oncor’s technical studies resources to deliver adequate support for transient and dynamic study analysis for various projects, assessments (such as load and generation interconnections), ERCOT Regional Planning Group (RPG) submittals and NERC compliance activities.
  • Maintain expertise within the team to perform economic assessments and security constrained power flow where appropriate.
  • Advocate company policy on industry working groups such as Federal Energy Regulatory Commissions (FERC), NERC, Texas Reliability Entity (Texas RS) and ERCOT subcommittees to develop standards, procedures, or other requirements which impact Oncor Electric Delivery.
  • Establish the structure and assume coordination of all training activities to ensure transmission planning has an established training program to support various engineering skillsets within the department.
  • Support Oncor’s regulatory teams in various activities at the Public Utility Commission, including Certificate of Convenience and Necessity (CCN) applications, rate case filing, and rulemaking and policy development.
  • Collaborates with Oncor business units to support technical evaluations, troubleshooting and root cause analysis, and asset management systems.
  • Facilitate a high-performance team culture including hiring high-potential job candidates, providing mentoring to professionally develop team members, and demonstrating continuous improvement practices.
  • Directs the evaluation of existing system capabilities and development of recommendations for requested capacity for projects on client accelerated timelines.
  • Represents Business and Operations Services organization in cross functional committees, projects, and initiatives.
  • Supports special projects as necessary.
