About The Position

Leads teams across Data Analytics and Reporting, Systems Management and Support, Market Intelligence, and Supplier Registration & Risk Management to optimize procurement operations and ensure seamless coordination with all supporting functions. Oversees procurement systems, data analytics, reporting, and stakeholder support functions to ensure efficient operations, accurate information flow, and consistent service delivery. Develops standardized system configurations, reporting frameworks, market intelligence processes, and supplier registration procedures to drive consistency, reliability, and data‑driven decision‑making. Ensures full compliance with LUMA policies, Puerto Rico and Federal regulations, and all audit requirements to maintain operational integrity and reduce organizational risk. Directs strategy alignment with Procurement & Supply Chain and acts as the primary liaison with IT to strengthen collaboration, optimize system functionality, and support continuous improvement. Develops and executes departmental strategies to support organizational goals and long-term vision. Leads and fosters cross-functional collaboration to drive innovation, operational excellence, and a high-performance culture by mentoring leaders and enhancing organizational effectiveness. Leads division-wide budget planning, forecasting, and high-level resource allocation to align financial resources with long-term business goals, while ensuring operational and financial efficiency. Establishes performance frameworks and integrates KPIs into business planning to measure success. Champions and models enterprise-wide adherence to governance, compliance, and ethical standards to uphold organizational integrity and regulatory alignment. Leads and supports organizational strategies for the restoration of critical services and emergency preparedness to ensure business continuity and community trust. Embraces and leads additional strategic responsibilities as needed to advance enterprise objectives and organizational resilience.

Requirements

  • Bachelor’s degree in business administration or related field from an accredited university.
  • 10 years' experience of progressively responsible IT systems and governance within a supply chain environment.
  • At least 5 years of progressive experience in leadership or management roles overseeing multiple departments and/or functional areas.
  • Experience in budget planning, development and effective administration.
  • Knowledge procurement systems management (SAP, Oracle, Coupa, Ariba, or similar)
  • Risk management and mitigation strategies
  • Senior-level presentation and executive communication skills
  • Data analytics and reporting (advanced Excel, Power BI, data governance, etc.)
  • Ability to translate complex data into insights
  • Adaptability in dynamic and complex environments
  • Strong verbal and written communication skills in both English and Spanish.
  • Valid Driver’s License

Nice To Haves

  • Experience with Electric Utility operations is preferred.
  • Experience with Oracle and Asset Suite procurement technology is preferred.
  • Master’s degree in a relevant field may substitute when accompanied by a minimum of 8 years of experience performing related functions and at least 4 years of progressive experience in leadership or management roles overseeing multiple departments and/or functional areas.
  • Doctor’s degree in a relevant field may substitute when accompanied by a minimum of 4 years of experience performing related functions and with progressive experience in leadership or management roles overseeing multiple departments and/or functional areas.
