About The Position

Under the direct supervision of the Assistant Superintendent of Student and Family Services, the Director of Student and Family Services assists in the planning and administration of student services programs for the District using leadership strategies that ensure that diversity, inclusion and equity exist for all students, are part of all educational programs and at the core of decision making. The EDSFS is responsible for health and emotional well-being, response to behavior programs, student engagement programs, and school climate and culture in accordance with the District’s Mission Statement.

Requirements

  • California teaching credential with a Bilingual Cross-Cultural Language and Academic Development (CLAD or BCLAD) credential, EL authorization or equivalent.
  • Prior background and experience as a manager or school principal is highly desired.
  • Experience working directly with people from diverse racial, ethnic, and socioeconomic backgrounds.
  • A valid California Administrative Services Credential.
  • A strong background of successful teaching experience.
  • Knowledge of: The importance of equity, cultural proficiency, cultural awareness, implicit bias, and anti-racist agenda.
  • Two-way communication methods that enhance the district’s standing with families, students and employees.
  • Transformational systems leadership approach.
  • Data analysis and data-driven decision making.
  • Procedures, methods and techniques of organization, management and supervision of personnel
  • Leadership strategies that will result in transformational change that prioritizes equitable outcomes for all students.
  • Evaluation and training techniques to ensure program and personnel effectiveness with all types of students.

  • Establish accountability measures that ensure that every staff member is focused on equal educational opportunities for all students and families, particularly those socio-economically disadvantaged, and our culturally, ethnically, racially and linguistically diverse students and families.
  • Knowledge of all laws, rules, regulations, and Ed Code related to school programs and personnel.
  • Excellent written and verbal communication skills, and ability to present to diverse audiences.

Responsibilities

  • Provides leadership that delivers on the unique needs of a socio-economically, culturally, ethnically, racially and linguistically diverse student population.
  • Directs the overall development, planning, coordination, implementation, and evaluation of due processes for discipline, including but not limited to student discipline reviews, administrative hearing panels, involuntary transfers, and , all with a lens of cultural diversity, equity, inclusion and trauma-informed practices.
  • Works with district and site-level administrators to develop systems for evaluating the efficacy of policies, administrative regulations, and processes, particularly their impact on socio-economically, culturally, ethnically, racially and linguistically diverse student populations.
  • Works with appropriate staff to implement, monitor, and evaluate a job-embedded professional learning program that is responsive to the needs of a diverse student population.
  • Provides leadership in the formulation of District initiatives and programs, policies and procedures for all schools. This includes plans such as MTSS plan, LCAP, and SPSA’s .
  • Oversees the special education department and supervises the work of the Director of Special Education, ensuring that programs and policies reflect the needs of the students are grounded in equity and cultural proficiency.
  • Assists in the selection of personnel who will carry out the district’s equity agenda and effectively connect with the diverse population within our community.
  • Coordinates support for principals and leadership teams in those schools identified for improvement under the district and/or state’s accountability system.
  • Develops student and family services programs by setting goals, providing regular feedback, and conducting annual performance evaluations.
  • Administers and coordinates federal and state grants through communication with the Educational Services Department, the district leadership team, and site administration to ensure accountability for the achievement of socio-economically, culturally, ethnically, racially and linguistically diverse student populations.
  • Assist in the development of policies and administrative guidelines for student and family services that support the equity and inclusion agenda of the District.
  • Supervises and evaluates the student and family services staff to respond to the needs of all student groups, particularly those that have traditionally been underserved or disengaged with school.
  • Oversees progress of student and family programs, district goals, and school improvements that address the needs of all learners.
  • Oversees the development and implementation of school safety and school climate practices and plans.
  • Assists with the supervision of the observation and evaluation of effective student and family supports.
  • Holds staff accountable for school improvement and school safety programs for the benefit of all students, particularly those that have traditionally been underserved or disengaged with school.
  • Makes recommendations based on the needs of all students, especially those that have been historically underrepresented.
  • Design and execute improvements in services, intervention and outcomes for all students, particularly for socio-economically, culturally, ethnically, racially and linguistically diverse student populations.
  • Builds capacity in others by empowering staff to carry out the district’s mission to ensure equitable outcomes for all students.
  • Interprets the student and family services programs to parents, citizens, committees, local press and the Board of Education.
  • Communicates the vision of the Student and Family Services department to parents, citizens, committees, local press, and the Board of Education.
  • Promotes a culture of success at all programs characterized by equitable access and outcomes for all students.
  • Represents the district in a positive way within the community and accepts speaking engagements aimed at good public relations.
  • Develops and ensures effective implementation of Multi Tiered System of Support (MTSS) and Positive Behavior Intervention and Support (PBIS) programs at all school sites.
  • Promote a culture of equity and inclusion that ensures that all school programs are centered around the acceptance and achievement of all students.

  • Coordinates the District's compliance with Title II of the ADA and Section 504 across its programs, services, activities, and facilities.
  • Receives and addresses requests for accommodation and auxiliary aids, and oversees individualized assessment of access needs.
  • Receives, investigates, and resolves complaints alleging disability discrimination or denial of access through the Uniform Complaint Procedures.
  • Issues the written decision and informs complainants of external review avenues (CDE for UCP-scope matters; OCR or DOJ for Title II access matters).
  • Coordinates accessibility review of facilities and programs, maintains complaint records, and monitors for retaliation, serving free of conflict of interest or bias.
  • Coordinates the District's compliance with Title IX, coordinates Title IX training for staff and students, and serves as the primary contact for reports and complaints of sex discrimination and sexual harassment.
  • Contacts the complainant on receipt of a report, explains the process, and offers and coordinates supportive measures for both parties.
  • Manages the grievance process from intake through resolution, maintains the complaint log and records, ensures required timelines are met, and monitors for retaliation.
  • Offers and facilitates informal resolution where the matter is eligible and both parties give voluntary, written consent, and does not facilitate informal resolution of a complaint by an employee against a student.
  • Serves impartially and free of conflict of interest or bias, and does not serve as Decision-Maker or Appeal Officer on a complaint the Coordinator oversees.
  • Conducts a prompt, thorough, and impartial investigation of the formal complaint.
  • Bears the burden of gathering evidence, interviews the parties and witnesses, and does not rely on legally privileged information.
  • Provides both parties equal opportunity to present witnesses and evidence and to inspect and review the evidence gathered.
  • Prepares an investigation report that fairly summarizes the relevant evidence and provides it to both parties and their advisors.
  • Does not determine responsibility, and serves free of conflict of interest or bias.
  • Serves as a neutral decision-maker who is not the Coordinator or the Investigator on the same complaint.
  • After the report, sends each party relevant written questions, allows follow-up questions, and shares the answers with both parties.
  • Objectively evaluates all relevant evidence, both inculpatory and exculpatory, and makes credibility determinations not based on a person's status as complainant, respondent, or witness.
  • Issues a written determination applying the preponderance-of-the-evidence standard, with findings, rationale, and any remedies or sanctions.
  • States the parties' appeal rights in the determination and serves free of conflict of interest or bias.
  • Decides appeals of a determination or dismissal and is not the Coordinator, Investigator, or Decision-Maker on the same complaint.
  • Reviews appeals on the permitted grounds: procedural irregularity, newly available evidence, and conflict of interest or bias affecting the outcome.
  • Gives both parties the opportunity to submit written statements supporting or challenging the outcome.
  • Issues a written appeal decision describing the result and rationale and provides it to both parties simultaneously.
  • Serves impartially and free of conflict of interest or bias.
