About The Position

Central Coast Community Energy (3CE) is seeking a driven Director / Senior Director of Power Services to join our team! This is a senior management class. The incumbent exercises broad independent judgment and authority over the agency’s power-supply function, leads subordinate managers, and serves as the principal power-supply advisor to the COO, CEO and Board. 3CE is a Community Choice Aggregation agency established by local communities to source clean and renewable electricity at responsible rates for more than 1.2 million residential, commercial, and agricultural customers throughout Monterey, San Benito, Santa Cruz, San Luis Obispo, and Santa Barbara counties. 3CE is locally controlled and governed by board members who represent the communities served by the agency. 3CE is committed to reducing greenhouse gas emissions through local control of utility-scale renewable electricity generation, investment in new renewable power projects, and the implementation of innovative energy programs that facilitate the electrification of transportation and the built environment. 3CE promotes long-term electric rate stability and energy security while reducing reliance on fossil fuels and stimulating the local economy.

Requirements

• Knowledge of: Enterprise power-portfolio strategy and risk management (hedging, exposure/VaR, credit and collateral) for a large, complex CCA or utility portfolio.
• Structured and long-term transaction design — PPAs, ESAs, tolling, resource adequacy, index/hedge products — and associated commercial, credit and financing structures.
• California energy markets and CAISO operations and settlements; RPS, resource adequacy, IRP, PSD/PCL and the CPUC/CEC/CAISO regulatory landscape and legislative trends.
• Executive governance, board engagement and public-agency decision-making, including clean-energy prepay financing and capital-scale procurement.
• Organizational design, leadership and change management for multi-team technical functions; principles of management, supervision, training and performance evaluation.
• Energy generation and storage technologies and their commercial and operational characteristics; WREGIS and renewable-attribute tracking.
• Ability to: Set enterprise strategy and lead a multi-pillar organization through significant growth and change.
• Lead, develop and retain managers and senior technical staff and build a high-performance, accountable culture.
• Structure, negotiate and close complex, high-value transactions and exercise sound executive commercial judgment under uncertainty.
• Advise and influence executives and the Board and represent the agency effectively with regulators, partners and the public at the highest levels.
• Design and enforce risk governance and controls, balancing reliability, cost and decarbonization objectives.
• Perform and direct advanced quantitative and financial analysis (e.g., LCOE, NPV, portfolio and risk analytics) and communicate results to executive audiences.
• Equivalent to a bachelor’s degree in engineering, finance, economics, accounting or a related field; a master’s degree or MBA is highly desirable.
• A minimum of eight (8) years of progressively responsible experience in power/energy procurement, portfolio management or a closely related field at an electric utility, municipal utility, Community Choice Aggregation program or comparable organization, including at least three (3) years leading teams or managers.

• Demonstrated experience leading a power-supply or procurement organization, executing large or structured transactions, and engaging executives and governing boards.

Responsibilities

• Set and own the agency’s long-term power-supply strategy, translating Board policy, decarbonization goals and reliability requirements into an executable multi-year procurement, hedging and portfolio plan.
• Lead the entire Power Supply organization across procurement/portfolio, market operations, settlements oversight and contract lifecycle; build, develop, mentor and retain a high-performance team and establish RACI, delegation of authority and governance.
• Own long-term origination and structured-transaction strategy; lead and approve complex, capital-scale PPA, ESA, storage/BESS, tolling and resource-adequacy transactions and negotiations.
• Establish and enforce enterprise portfolio risk governance — hedging policy, risk limits, credit and collateral strategy — and preserve independent controls between market operations and settlements.
• Serve as principal power-supply advisor and spokesperson to the COO, CEO, Board and Risk/Markets Committee; present strategy, portfolio performance, risk and major transactions for decision.
• Direct integrated resource planning and long-term reliability/RA positioning; set compliance strategy while the Power Supply Analyst prepares regulatory filings and the incumbent signs off before filing.
• Sponsor systems and tools modernization (ETRM, portfolio analytics, dashboards) and lead the in-housing of consultant-dependent capabilities.
• Represent 3CE in CalCCA, California Community Power joint procurement, CAISO stakeholder processes and regional initiatives; shape policy and market positions.
• Own power-supply talent strategy: workforce planning, recruiting sophisticated technical and managerial staff, succession planning and professional development.
• Prepare and present executive- and Board-level staff reports, strategy papers and recommendations; perform related executive duties as required.
