About The Position

The Director Regulatory Strategy & Licensing works closely with the Vice President Generation Deployment Strategy to assist in the development and implementation of the strategies for the full operational lifecycle of FNPPs, as well as the operational standards for the lifecycle of floating nuclear power solutions. This role translates complex regulatory requirements into practical execution plans, prepares high-quality regulatory work products, and supports effective engagement with the NRC and maritime safety regulators. The successful candidate will bring strong nuclear licensing judgment, disciplined written communication, and the ability to operate in an evolving regulatory environment where nuclear and maritime frameworks must be integrated with commercial deployment needs.

Requirements

  • Bachelor's degree in nuclear engineering, marine engineering, systems engineering, or a related technical discipline
  • Demonstrated experience supporting NRC licensing, regulatory affairs, safety analysis, design certification, construction permit, operating license, combined license, or pre-application activities.
  • Working knowledge of 10 CFR Part 50 and 10 CFR Part 52 licensing frameworks and their practical implications for project execution, submittal strategy, and regulator engagement.
  • Familiarity with NRC regulatory guidance, inspection procedures, staff review practices, licensing precedents, and the development of licensing basis documentation.
  • Knowledge of risk-Informed, technology-Inclusive regulatory frameworks, including experience interpreting rulemaking developments, stakeholder positions, or potential application to advanced reactor deployment models.
  • Understanding of advanced light water reactor industry developments, including small modular reactors and first-of-a-kind deployment challenges.
  • Knowledge of US and international maritime regulatory legislation.
  • Ability to draft, review, and defend technically rigorous licensing documents, including regulatory analyses, white papers, topical reports, application inputs, and responses to RAIs.
  • Strong technical judgment and ability to integrate nuclear safety, engineering, project execution, quality assurance, and regulatory considerations into coherent recommendations.
  • Eligibility to work with controlled technical information and to support regulator-facing activities consistent with applicable legal and export control requirements.

Nice To Haves

  • An advanced relevant degree or equivalent regulatory experience is valuable.
  • An additional legal qualification is preferred, and may be considered in lieu of an engineering degree when accompanied by experience with relevant technologies.
  • Demonstrated experience with other nuclear authorization and oversight processes (e.g. DOE authorization) may be favorably considered.

Responsibilities

  • Coordinate regulatory projects to build CORE POWER’s corporate knowledge base of all the regulations and standards required for the licensing and permitting of FNPPs.
  • Ensure all projects relating to the identification and review of relevant statutory and non-statutory regulations and standards documents are completed fully and that supporting evidence is logged.
  • Contribute to projects and activities involving the identification, analysis, review, and monitoring of relevant regulations, standards and policies, by collecting and analyzing information, conducting research, and contributing to policy development and other studies and initiatives.
  • Assist in the development of the Local Plan infrastructure needs, which in turn will support the preparation and implementation of the Infrastructure Delivery Plan.
  • Assist in the preparation and development of evidence bases, datasets, and other documents to support the justification of sound planning policies and decisions, including the identification, analysis, and evaluation of a broader range of information relating to the social, economic, and environmental circumstances of the FNPP Yard.
  • Take part as required in working groups and events on specific planning policy matters with other authorities and organizations, including statutory consultees, environmental and other interest groups.
  • Develop and execute an integrated licensing and regulatory strategy for FNPP deployment, including shipyard activities, reactor assembly and integration, fuel servicing, commissioning, operation, and transport.
  • Evaluate licensing pathways under NRC frameworks, including 10 CFR Part 50, 10 CFR Part 52 and 10 CFR Part 53, and assess options, dependencies, risks, schedule implications, and commercial efficiency.
  • Identify regulatory gaps, licensing precedents, policy issues, and areas requiring early regulator engagement for FNPP deployment and associated operating site or shipyard activities.
  • Maintain a clear view of nuclear and maritime regulatory risks and develop practical mitigation strategies, including sequencing of submittals, inspection readiness, and evidence development.
  • Prepare and review white papers, topical reports, regulatory pathway papers, pre-application materials, meeting packages, and other technical documents for engagement with nuclear and maritime regulators.
  • Support interactions with the NRC and, the U.S. Coast Guard and classification societies, including meeting preparation, issue tracking, commitments management, and follow-up actions.
  • Work with engineering, safety analysis, marine architecture, shipyard, fuel cycle, quality assurance, legal, commercial, and deployment teams to ensure regulatory requirements are understood and incorporated into execution plans.
  • Track NRC guidance, inspection procedures, licensing precedents, rulemaking activity, advanced reactor policy developments, and relevant maritime safety requirements that may affect FNPP deployment.
  • Prepare, review, and validate license applications, regulatory submittals, safety and licensing basis inputs, and responses to NRC requests for additional information.
  • Support inspection planning, regulator audits, readiness reviews, and evidence packages related to shipyard, fuel servicing, commissioning, and operational activities.
