About The Position

Reporting to the Executive Director, Business Operations Division with the Edmonton Police Service (EPS), the Director of the Procurement, Contracts & Supply Logistics Branch is responsible for providing enterprise leadership, strategic direction and effective implementation of goals/objectives as relates to procurement contacting and chain for the EPS. This role is responsible for leading, integrated, data-informed procurement and logistics functions that support operational readiness, member safety and organizational priorities, while ensuring strong governance, financial stewardship and value for money. As a senior advisor to executive leadership, the Director oversees the delivery of complex, high-risk and high-value initiatives, including procurement strategy, contract negotiations, vendor performance and supply chain operations.

Requirements

  • Undergraduate degree in Business or Public Administration, Finance, Law or related field
  • A minimum of seven (7) years in a supply chain, customer service or public agency management environment.
  • Extensive, progressively responsible leadership experience in procurement, supply chain, contracting and/or public-sector operations
  • Experience leading complex, enterprise-wide procurement and supply chain functions, including governance and service delivery
  • Demonstrated success leading high-value procurements and contract negotiations in a regulated environment
  • Professional designation from a nationally recognized institute or association in Supply Change Management Profession.
  • Strong supervisory, management, leadership and team building skills along with a strong customer service focus.
  • Excellent interpersonal, verbal and written communication skills and collaborative working style.
  • A high degree of flexibility to adapt to multiple and competing priorities.
  • Ability to work well under pressure, meet deadlines and drive initiatives to completion.

Nice To Haves

  • Certified Public Purchasing Officer (CPPO) or equivalent would be considered an asset.

Responsibilities

  • Lead enterprise procurement, contracting and supply logistics strategies aligned to EPS priorities, achieving best value and managing risk
  • Oversee sourcing, contract lifecycle management, and supply chain performance
  • Establish service delivery models and standards to ensure consistent, efficient, effective, and accountable outcomes
  • Establish and maintain procurement and supply chain governance frameworks and policies
  • Ensure compliance with legislation, trade agreements, and public-sector accountability requirements
  • Lead enterprise risk management practices related to procurement and contracting
  • Advise executive leadership on procurement strategy, investment decisions, and financial risks
  • Enable data-driven decision making through performance measurement, reporting, and forecasting
  • Lead transformation initiatives, including process redesign, digital enablement, and modernization
  • Build and sustain strategic relationships across EPS, the City, and external partners
  • Lead vendor strategy, supplier performance, and market engagement
  • Represent EPS in governance forums and industry initiatives
  • Lead a multidisciplinary team, setting direction, priorities, and performance expectations
  • Oversee branch operations, including budget development, forecasting, and resource allocation
  • Foster a high performance, inclusive, and accountable culture
  • Perform other related duties as required
