About The Position

Manages the Bank's physical security program across the US to ensure protection of the people, property, and assets of the Corporation and comply with all Federal, state, local, and international banking laws related to physical security. This role requires onsite presence at one of M&T Bank’s regional offices. Candidates must reside within a reasonable commuting distance to one of our regional hubs.

Requirements

  • Bachelor's degree and a minimum of 9 years' relevant work and/or military experience, or in lieu of a degree, a combined minimum of 13 years' higher education and/or work experience, including a minimum of 9 years' relevant work and/or military experience
  • Minimum of 8 years' physical security field experience
  • Minimum of 3 years' managerial, supervisory, and/or work leadership experience
  • Familiar with various Federal, state, local criminal laws
  • Excellent and thorough understanding of pertinent word processing and spreadsheet software
  • Strong organizational skills
  • Work well independently as well as with others
  • Strong multi-tasking skills
  • Excellent verbal and written communication skills
  • Strong customer service skills
  • Prior use of access control, ID, and alarm monitoring software

Responsibilities

  • Maintain strict compliance with Federal and pertinent regulatory minimum standards for security devices and procedures to discourage robberies, burglaries and larcenies and facilitate identification and apprehension of those who commit such crimes, and including tamper-resistant locks, alarms to notify police when a robbery/burglary occurs, 24/7/365 protection of cash and negotiable instruments via procedures and equipment, procedures for opening and closing for business, accurate records of any crime committed against the Bank, maintaining closed circuit surveillance recording within the property, using identification devices such as bait money, dye packs and/or GPS tracking systems, training of employees in their responsibilities under the program and selecting, testing, operating, and/or maintaining security devices.
  • Provide direction and guidance with daily physical security matters, including addressing physical security questions, problems, and low-level criminal situations noted by other Bank or vendor personnel providing service to Bank branches or offices; coordinate appropriate responses as necessary with respective authorized vendors and/or local law enforcement to address the specific situation.
  • Work across multiple business lines to ensure the identification risks and/or exposures associated with criminal activity, recommending tools and controls to proactively protect the people, property, and assets of the Bank. Provide support and guidance related to background investigations, internal and external criminal activity, crime and incident reporting and interactions with law enforcement and first responders.
  • Build relationships across business lines and key stakeholders internally to reinforce physical security principles, encourage shared responsibilities, and improve cross departmental communications.
  • Manage the annual physical security capital budget process; approve the ordering of equipment to improve the protection of Bank employees and assets, including safes, night depositories, dye packs, digital surveillance systems, alarm systems, and electronic access control systems.
  • Review equipment, procedures, and standards utilized by the Bank on a regular basis to reduce harm and/or injury to employees and reduce net losses associated with criminal activity. Work with the FBI, local law enforcement, and peer bank security directors to align industry standards and risk mitigation tools. Make recommendations on best practices to follow to minimize burglary and robbery risks. Work with key stakeholders to provide employees with standardized bank robbery and safety training.
  • Provide annual Board of Directors report to senior leadership confirming Bank compliance with Federal Regulation H of the Bank Protection Act.
  • Serve as Homeland Security Corporate Liaison, working with the necessary Federal, state and local sectors to establish and maintain emergency communication relationships, in addition to readiness preparation standards aligned with National Threat Advisory levels.
  • Manage the national contracted security team throughout assigned regions in conjunction with the vendor to ensure implementation and adherence to operational procedures aligned with the Bank's risk reduction program.
  • Serve as liaison with public and private law enforcement by assisting in criminal investigations.
  • Grow and enhance skills through continual training and experience.
  • Exercise usual authority of a manager concerning staffing, performance appraisals, promotions, salary recommendations, performance management and terminations.
  • Understand and adhere to the Company’s risk and regulatory standards, policies and controls in accordance with the Company’s Risk Appetite. Design, implement, maintain and enhance internal controls to mitigate risk on an ongoing basis. Identify risk-related issues needing escalation to management.

  • Maintain M&T internal control standards, including timely implementation of internal and external audit points together with any issues raised by external regulators as applicable.
