About The Position

Under the supervision of the Assistant City Manager, the Director of Parks & Recreation plans, organizes, directs, and administers the Parks & Recreation Department, including facilities and grounds maintenance. Develops, administers, implements, schedules and evaluates all youth, special events, fitness, senior citizens, contract and instructional programs for the City of Kyle and within the community. Liaises with other City department and outside agencies regarding park development projects; participates in promoting the City’s parks, recreation programs, and special events to the public. Composes reports for programs; analyzes effectiveness of service delivery; and develops goals and priorities for the Park & Recreation Department.

Requirements

  • Completion of a Bachelors Degree in Parks & Recreation Administration, or business and or public administration, or other related field, or any combination of experience and knowledge which provides the minimum required educational knowledge, skills and technical experience.
  • Minimum of five (5) years of leadership experience as a senior administrator in a governmental setting, one (1) year of which should be as a Department Head or Assistant Department Head, or its equivalent; or equivalent combination of training and/or experience which evidences a comprehensive knowledge of parks & recreation administration and supervision.
  • Must possess or be able to obtain a valid Texas Driver’s License and be eligible for coverage under the City of Kyle vehicle insurance provider.

Responsibilities

  • Directs the day-to-day operation, management and administration of the Parks & Recreation Department.
  • Creates a work atmosphere that inspires team members to be creative, innovative, valued and successful; lives Kyle Core Values daily and encourages staff members to incorporate values into their roles.
  • Develops, monitors, and administers the department’s budget and personnel.
  • Authorizes purchases, monitors expenditures, schedules and allocates personnel resources; evaluates departmental personnel, researches grants, and develops departmental policies and procedures.
  • Plans and coordinates park design, development, construction, and capital improvement projects; develops annual and long-term goals and objectives for the Department.
  • Obtains and administers funding for the capital improvement projects, and provides assistance in the selection and procurement of parkland acquisition.
  • Supervises, hires, evaluates, trains, and delegates duties of Parks and Recreation Department employees, as well as all other contract programs, volunteers, and community service workers.
  • Evaluates subordinates’ performance on a periodic basis.
  • Represents the Parks and Recreation Department to other City Departments, elected officials and outside agencies; explains and interprets departmental programs, policies, and activities; negotiates and resolves significant and controversial issues.
  • Develops safe and effective work procedures; ensures that all programs are properly supervised and monitors all activities in the department.
  • Maintain fields and facilities at a high level for use and appearance and are safe for public use.
  • Plans and coordinates the development of promotional material to promote recreation programs and community events by using various marketing techniques and media releases.
  • Prepares monthly reports and maintains revenue and expenditure reports on all programs; orders supplies and equipment for programs.
  • Prepares program information and registration, registers and enrolls participants in all City Parks and Recreation programs.
  • Plans, develops, promotes, schedules, implements, and evaluates all Parks and Recreation Department sponsored or co-sponsored special events.
  • Oversees all special events and holiday activities; supports citywide special events by serving on event committees.
  • Submits an annual Operating Budget request to the City Manager for all operations and/or employees under direct supervision of the Department, monitoring and controlling actual expenditures throughout the fiscal year.
  • Participates in a variety of professional groups and organizations to stay abreast of trends and innovations in government recreation programs and administration; researches emerging trends and enhancements and their applicability to City goals.
  • Prepares, reviews, and presents staff reports, various management and information updates, and reports on special projects as assigned by the City Manager.
  • Responds to internal and public inquiries and complaints and assists with resolutions and alternative recommendations; responds to sensitive inquiries on behalf of the City Manager as appropriate.
  • Performs all other duties as assigned.
