About The Position

The Maryland Department of the Environment (MDE) is seeking a seasoned leader to join the Department’s executive team as the Director of the Land and Materials Administration (LMA). The LMA implements the mission across a wide purview: administering federal and state authorities with respect to land-based pollution control, legacy and emerging contaminants, solid waste, and others. LMA’s work includes implementation of the Resource Conservation and Recovery Act, the Surface Mining Control and Reclamation Act, the Oil Pollution Act, Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA), and certain parts of the Clean Water Act, alongside state statutes covering solid waste, waste diversion, lead, and PFAS, among others. The Administration's work also covers important environmental justice and economic development dimensions, helping to oversee and safely return contaminated and underutilized land to productive use and supporting redevelopment and revitalization across the state. The incumbent in this position will play a central role in shaping the strategic vision and implementation of Maryland's work to clean up contaminated lands, revitalize impacted communities, advance environmental justice and climate goals, and steward the future of an essential state agency.

Requirements

  • A bachelor's degree in environmental science, environmental engineering, environmental policy or a related field.
  • 10+ years of professional experience in environmental management, sustainability programs, or a related field.
  • 3 to 5 years of supervisory experience in a leadership or management role, overseeing environmental teams or projects.
  • Strong leadership and decision-making abilities.
  • Experience managing one or more of the following programmatic areas: Land Restoration Program, Lead Poisoning Prevention Program, Mining Program, Oil Control Program, Solid Waste Program.
  • Ability to manage budgets and assess financial implications of environmental projects.
  • Demonstrated success in leading cross-functional teams.
  • Excellent communication and stakeholder engagement skills.
  • Performance based team management.

Nice To Haves

  • Graduate Degree in Political Science, Public Policy, Business and/or STEM fields.
  • Vision to guide teams in emerging policy and programmatic areas.
  • Proficiency in developing and managing environmental compliance programs.
  • Experience administering CERCLA, RCRA and other Federal programs.
  • Experience and knowledge of PFAS policy and response.
  • Ability to assess and mitigate environmental risks.
  • Experience in public outreach and collaboration with regulatory agencies.

Responsibilities

  • Provide strategic leadership to include guiding the agency's vision, goals, and strategic direction, ensuring alignment with state, national, and global environmental standards and goals while working to implement the Secretary’s priorities.
  • Oversee the development and implementation of policies to address critical environmental issues, including pollution control, conservation, lead poisoning prevention, oil control, and resource management.
  • Direct and coordinate environmental programs, including monitoring, compliance, and public education, ensuring their effectiveness and efficiency.
  • Build strong relationships with government entities, industry stakeholders, and community organizations to promote collaborative environmental efforts.
  • Plan, direct, and supervise a budget, personnel, and staff assignments for all LMA programs with responsibilities related to both environmental and administrative statutes and regulations.
  • Provide management and direction to the Land Restoration Program, Lead Poisoning Prevention Program, Mining Program, and Oil Control Program.
