About The Position

The Department of Social Services (DSS) is comprised of the administrative units of the New York City Human Resources Administration (HRA) and the Department of Homeless Services (DHS). HRA is dedicated to fighting poverty and income inequality by providing New Yorkers in need with essential benefits such as Food Assistance and Emergency Rental Assistance. DHS is committed to preventing and addressing homelessness in New York City by employing a variety of innovative strategies to help families and individuals successfully exit shelter and return to self-sufficiency as quickly as possible. The Human Resources Administration (HRA) is dedicated to fighting poverty and income inequality by providing New Yorkers in need with essential benefits such as Food Assistance and Emergency Rental Assistance. As the largest local social services agency in the country, HRA helps more than three million New Yorkers annually through the administration of more than 15 major public assistance programs. Housing Services Administration is a division of New York City’s Department of Social Services that oversees housing stability and rehousing efforts. HSA administers rental assistance, housing supply, and placement programs to help individuals and families exit shelter, prevent homelessness, and secure safe, affordable housing across the city. The Office of Supportive Housing & Specialized Services helps formerly homeless people succeed in permanent housing by providing access to permanent housing with support services. HSA works closely with other divisions of HRA and with other governmental and non-governmental partners to create new programs and refine existing services so that people can achieve their maximum functional capacity in community settings. Under general direction of the Executive Director for the Supportive Housing Rent-Up team in the Office of Supportive Housing & Specialized Services with latitude for the exercise of independent judgement, initiative and decision-making the Director is responsible for direct oversight of the housing coordinators in the rent-up unit, including the monitoring of program operations and contributing to the program planning. The Human Resources Administration (HRA) is recruiting for one (1) Administrative Staff Analyst NM-II to function as a Director of Supportive Housing Rent-Up Unit.

Requirements

Applicants must be permanent in the Administrative Staff Analyst civil service title, be permanent in a comparable title eligible for 6.1.9 title change.
A master's degree from an accredited college in economics, finance, accounting, business or public administration, public health, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a Juris Doctor degree from an accredited law school, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; or in management or methods analysis, operations research, organizational research or program evaluation; or in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management. Eighteen (18) months of this experience must have been in an executive, managerial, administrative, or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or
A baccalaureate degree from an accredited college and four years of professional experience in the areas described in “1” above, including the 18 months of executive, managerial, administrative, or supervisory experience, as described in “1” above; or
An associate degree or completion of 60 semester credits from an accredited college and six years of full-time satisfactory full-time professional experience as described in “1” above, including the 18 months of executive, managerial, administrative, or supervisory experience, as described in “1” above; or
A four-year high school diploma or its educational equivalent approved by a state’s department of education or a recognized accrediting organization and eight years of full-time satisfactory full-time professional experience as described in “1” above, including the 18 months of executive, managerial, administrative, or supervisory experience, as described in “1” above; or
A combination of education and/or experience equivalent to “1”, “2”, “3”, or “4” above. College education may be substituted for professional experience at the rate of 30 semester credits from an accredited college for one year of experience. However, all candidates must have a high school diploma and at least two years of experience as described in “1” above, including the 18 months of executive, managerial, administrative, or supervisory experience, as described in “1” above.

Responsibilities

Provide administrative oversight into the overall operations of the rent-up unit to ensure that the overall goals and activities of this unit are clear and conform to the mandates of the City, agency and applicable government regulations.
Collaborate with the Executive Director and Assistant Deputy Commissioner to enhance protocols for the coordination, tracking, and placement of homeless households into permanent supportive housing in the community.
Deliver on aggressive goals and targets, directing and guiding staff in designated program areas to meet expectations through the timely production of high-quality deliverables.
Manage relationships within HRA and with DOHMH, DHS, NYCHA, HPD and supportive housing providers to ensure that accepted clients are expeditiously placed, assistance is provided for documentation gathering, and adherence to city, agency and applicable regulations and placement protocol. Generate reports regarding status of accepted clients and placement completed.
Maintain consistent communication with government partners, property managers and supportive housing providers to cover policy initiatives, agency procedures and to provide directions that supports efficient and successful placement process.
Prepare comprehensive statistical and analytical reports for DSS executive leadership on the status of homeless placements into supportive housing.
Review daily assignments, records and databases to monitor the progress of the unit.
Participate in key internal and external meetings and strategy sessions and oversees special projects as it relates to supportive housing rent-ups. Must be able to effectively solve problems working with groups of individuals with different interests. May be required to manage multiple projects simultaneously under tight deadlines.
Conduct regular staff meetings and training with housing coordinators to ensure efficiency of rent up processes; identify specific operational challenges in the short and long term and develops solutions.
Participate in the NYC 15/15 RFP review process, including coordinating the solicitation and assignment of proposal readers, and providing timely status updates and recommendations to the Executive Director and senior leadership.
