About The Position

This position is responsible for the leadership, planning, and daily oversight of the organization's non-clinical support departments—Environmental Services (EVS), Laundry, Materials Management, Dietary, and Maintenance/Plant Operations—across the hospital, the Manor, and the clinics. The position ensures these departments deliver safe, efficient, and cost-effective services that support patient and resident care, facility operations, and regulatory compliance; develops and manages departmental budgets, staffing plans, and vendor contracts; and reports directly to the Chief Financial Officer.

Requirements

Associate’s or Bachelor’s degree in business, healthcare administration, facilities management, food service/hospitality management, or a related field, or an equivalent combination of education and experience.
Five or more years of progressive experience in one or more support services areas (environmental services, dietary/food service, materials management, laundry, or plant operations/maintenance), preferably in a hospital, Critical Access Hospital, or long-term care setting.
Two or more years of supervisory or management experience with responsibility for staffing, scheduling, and budgets, preferably across multiple departments.
Working knowledge of applicable regulatory requirements, including CMS Conditions of Participation, Life Safety Code (NFPA 101), OSHA, infection control standards, and state health department food service and sanitation regulations.
Proficiency with computerized maintenance management, inventory, and scheduling systems, and Microsoft Office applications.
Valid driver’s license and ability to travel between the Newcastle and Upton campuses.
Strong organizational and interpersonal skills.
Knowledge of hospital and long-term care support services operations, including environmental services, laundry and linen services, materials management, dietary/food service, and plant maintenance.

Responsibilities

Promotes the mission, vision, and values of Weston County Health Services (WCHS).
Provides direct leadership and supervision to the supervisors, leads, and staff of Environmental Services (EVS), Laundry, Materials Management, Dietary, and Maintenance/Plant Operations.
Assists in developing, monitoring, and managing the annual operating and capital budgets for each support services department, including labor, supplies, purchased services, and contracted services, and explains variances to administration.
Establishes staffing plans, schedules, and productivity standards for each department and monitors labor hours against recognized benchmarks (e.g., meals per labor hour, cleanable square footage per housekeeping hour, pounds of laundry processed per hour, work order turnaround time).
Ensures Environmental Services maintains cleanliness, disinfection, and infection prevention standards throughout the hospital, the Manor, and the clinics in accordance with CDC guidelines, infection control policies, and applicable regulations.
Ensures Laundry operations meet infection control, linen handling, and quality standards, and manages linen inventory, par levels, and replacement programs.
Oversees Materials Management, including purchasing, receiving, inventory control, par level management, vendor selection, and group purchasing organization (GPO) participation, ensuring cost-effective procurement across all departments.
Oversees Dietary operations for the hospital and the Manor, ensuring safe food handling, therapeutic diet compliance, meal quality and satisfaction, and compliance with state and federal food service and sanitation regulations.
Oversees Maintenance/Plant Operations, including preventive maintenance programs, work order systems, utilities and boiler/HVAC systems, grounds, fleet, and coordination of biomedical equipment servicing.
Ensures compliance with the Life Safety Code (NFPA 101), environment of care standards, CMS Conditions of Participation, state licensure requirements, and OSHA regulations across all support departments; participates in surveys and inspections and leads corrective action plans.
Chairs or actively participates in the Safety/Environment of Care committee and supports emergency preparedness planning, fire safety programs, and hazardous materials and waste management programs.
Negotiates, monitors, and manages service contracts and vendor relationships (e.g., food and supply vendors, waste removal, elevator, HVAC, fire systems, pest control) and validates vendor invoices against contract terms.
Plans and coordinates facility repairs, renovations, and capital projects in coordination with administration, including scope development, contractor oversight, and budget tracking.
Develops, reviews, and maintains policies and procedures for each support department and ensures staff orientation, training, and competency documentation are current.
Monitors and reports departmental key performance indicators, expenses, and budget variances to administration on a regular basis.
Recruits, hires, evaluates, coaches, disciplines, and develops department staff in coordination with Human Resources.
Maintains records and documentation as required.
Coordinates with other departments to ensure efficiency.
Attends and participates in staff meetings and other assigned meetings.
Adheres to compliance standard guidelines.
Utilizes good communication skills to maintain positive relationships with clients, providers, co-workers and other sections in the organization and with other facilities in the community.
Maintains a professional, organized and clean working environment by following organizational policies, guidelines, and safety standards.
Completes work assignments in a timely manner.
