The Department of Citywide Administrative Services (DCAS) aims to optimize city government operations for all New Yorkers. DCAS manages iconic city courthouses and municipal buildings, and procures over $1 billion annually in goods and services for more than 80 City agencies, ensuring their ability to fulfill their missions. This includes recruiting, hiring, and training employees, managing 56 public buildings, handling property acquisition, sales, and leases, overseeing the nation's greenest municipal vehicle fleet, and leading efforts to reduce carbon emissions from government operations. The Office of Citywide Procurement (OCP) is the central procurement unit, responsible for ensuring compliance with procurement rules and mandates, citywide contract management, quality assurance, and supply chain management, all while upholding public trust and supporting the City’s environmental and economic justice goals. The Director of Strategy and Program Implementation will lead and administer citywide programs such as the Child Care Program, OMNY Card Ordering Program, and P-Card and Travel Program. This role involves setting program direction, creating policies and operational frameworks, ensuring compliance, managing stakeholder relations, monitoring program performance, and driving continuous improvement. The Director will collaborate with City agencies, executive leadership, vendors, and external partners to ensure effective, sustainable, and enhanced citywide programs that support employees and agency operations.
