About The Position

Oversees CSHA security operations, including assigning, planning, and reviewing work; evaluating performance through formal reviews; coordinating activities; maintaining standards; and fostering positive vendor relationships. Directs the planning, coordinating, and evaluation of all community safety programs in collaboration with the Multi-Site Property Managers, Community Managers, and Maintenance staff. Evaluates all security and community safety policies, procedures, programs, and initiatives. Provides advisory services to management, staff and tenants regarding CSHA safety and security. Identifies safety problem areas and recommends corrective action as appropriate; implements necessary changes. Acts as main liaison between CSHA, Federal law enforcement, local law enforcement, and emergency response agencies (CSFD); develops and maintains positive relationships with all agencies. Develops and implements programs, initiatives, and special operations to meet the specific needs of CSHA including community safety routines, security monitoring of properties and facilities, events, and procedures for tenant legal notice service. Establishes and maintains the highest level of integrity and management of safety activities within CSHA through hiring vendors and staff and ensuring performance standards are achieved. Conducts staff training and professional development regarding crime prevention and awareness. Assist property management staff with service of legal notices to tenants. Assist staff with difficult tenants/clients by attending inspections with staff if requested. Monitor daily security vendor notices of activity and ensure there was follow up and closure of the incident. May require work with local law enforcement to address the issues. Monitor security video surveillance systems and ensure proper coverage. Attends meetings with the Executive Team, Leadership Team, and other management to advise on policies and procedures which have implications on safety and security in various CSHA housing communities; develops information in support of CSHA’s strategic safety objectives. Assumes direct responsibility for all emergencies affecting community safety at CSHA and initiates actions required for addressing such emergencies. Leads and facilitates debriefing and critique sessions following an emergency to evaluate emergency procedures. Develops data needed to support emergency preparedness planning, formulation of policies, and the coordination of activities, which includes working with the vendor in preparing those plans. Interact with City and County Safety Managers regarding CSHA’s emergency plans to include developing an operations contingency plan. Prepares and directs the preparation of recurring and special reports as required. Ensures that the operating procedures for all activities of the department are documented and current. Manages the planning of routine operations, special projects, and new, improved activities; reviews and approves work plans and confers with subordinates to develop properly structured activities with clearly delineated tasks, responsibilities, reporting requirements, and time frames. Performs other related duties as assigned.

  • Extensive knowledge of law enforcement procedures, techniques, and methods to detect, investigate and resolve crimes or other security and public safety-related incidents.
  • Expertise in evaluating crime prevention programs and recommending changes to reduce opportunities for theft, assaults, illegal entry, and other kinds of violations.
  • Knowledge of specialized operating requirements, methods, and procedures for safeguarding government buildings, enforcing personnel access controls, protecting, and preventing unauthorized access to certain areas, detaining violators who attempt to resist, subduing violent individuals, and other situations requiring special training and experience.
  • Stay informed of new landlord/tenant regulations and assist staff with ensuring they meet the requirements.
  • Highly skilled in oral and written communication.
  • Ability to provide managerial and supervisory leadership.
  • Bachelor’s degree from an accredited college or university with emphasis in public safety, criminal justice, or other related field (preferably); or a combination of other education and at least five (5) years of experience, including at least two years of senior-level law enforcement or security management experience.
  • This position requires regular driving for business purposes and requires possessing a valid driver’s license and must have the ability to be insurable under CSHA’s automobile insurance plan at the standard rate.
  • Strong computer skills (e.g. MS Word, Excel, PowerPoint, and Outlook). Must have the ability to learn other computer software programs as required by assigned tasks.
