About The Position

C&E's Office of State Resources (OSTR) primary goal and purpose is to maximize the economic value of Louisiana's natural resources through responsible leasing, transparent royalty management and strategic resource development that supports long-term returns while promoting environmental stewardship and energy diversification. This office is comprised of four Divisions: Income, Land Administration, Resource Analytics, and Water Administration. Together, these divisions administer and oversee contracts for use and development of state-owned property for energy-related purposes, including mineral leases, gas storage and sequestration, alternative energy development, and rights-of-way. The Director of Resource Analytics serves as the senior official responsible for the operational performance and strategic direction of the Resource Analytics Division within the Office of State Resources (OSTR). This division represents the proprietary and technical backbone of Louisiana's resource governance system, providing engineering, geological, geophysical, and analytical expertise in support of the State Mineral and Energy Board's fiduciary responsibilities over State-owned lands and energy resources. This role will report directly to the Executive Director of the Office of State Resources and provide high-level oversight and leadership across two key subdivisions: the Resource Management Section, which oversees and monitors operator compliance with mineral leases other agreements for use and production of state-owned energy resources; and the Engineering Section, which administers the State's seismic permitting program and provides valuations, technical reviews, and spatial analysis for all proposals for energy-related uses of state-owned property. The position's mission is to ensure that Louisiana's State-owned resources are managed efficiently, transparently, and to the highest technical and economic standards. Additionally, this position is central to maintaining public trust in OSTR's stewardship of State-owned resources and requires a high level of technical competency, regulatory experience, and organizational leadership.

Requirements

  • A bachelor's degree in petroleum engineering, geology, geophysics, natural resource management, or a closely related technical field.
  • At least five (5) years of professional experience in the oil and gas exploration and production, energy policy, energy project development, or a closely related field, with at least three (3) years of supervisory experience leading technical teams.
  • Strong written and verbal communication skills, particularly with executive audiences, legal counsel, and external stakeholders.

Nice To Haves

  • Demonstrated expertise in one or more of the following categories is preferred: geoscience, energy-related project development and due diligence, subsurface evaluations, lease administration and management, and state/federal mineral leasing regulations.
  • Professional licensure (e.g., Licensed Professional Geoscientist or Engineer) is strongly preferred.
