About The Position

The Director of Residential Services provides executive leadership, clinical oversight, and regulatory accountability for all LEAP of California residential programs across vendored territories. Reporting to the Executive Director, the Director of Residential Services is responsible for Title 17 compliance oversight, quality assurance systems, and the development, implementation, and monitoring of scalable residential service models that ensure person-centered, culturally responsive, and compliant care. This role holds primary accountability for residential program integrity, clinical oversight, staff performance, and system-wide quality assurance. The Director of Residential Services works collaboratively with internal directors and leadership staff to strengthen operational infrastructure, support staff development, advance LEAP’s mission, and position the organization for sustainable growth across all regions.

Requirements

Master’s Degree in Social Work or Public Administration, or a closely related field.
Must hold an active Licensed Clinical Social Worker (LCSW) or Associate Clinical Social Worker (ASW) license in the State of California.
A minimum of ten (10) years of progressively responsible experience in residential services for adults with Intellectual and Developmental Disabilities (I/DD), including substantial leadership in supervisory and managerial roles.
A minimum of 5 years' experience as an Administrator in a Residential Setting.
A minimum of two years' experience working as a Program Supervisor for a Residential Setting.
Demonstrated experience overseeing residential programs as an Administrator, Qualified Intellectual Disability Professional (QIDP), and/or Program Supervisor within Family Home Agency (FHA), Adult Family Home Agency (AFHA), Adult Residential Facilities (ARF), and Intermediate Care Facilities for Individuals with Developmental Disabilities (ICF/DD), including ICF/DD-N and ICF/DD-H.
Extensive working knowledge of California’s Lanterman Act, Title 17 and Title 22 regulations, Regional Center systems, Department of Developmental Services (DDS) requirements, and applicable Community Care Licensing regulations.
Proven ability to supervise and support multidisciplinary teams, including program managers, social workers, administrative staff, and residential service providers.
Demonstrated experience developing, implementing, and monitoring compliance systems, internal audits, corrective action plans, and quality improvement initiatives across multiple residential settings.
Strong leadership, organizational, and decision-making skills, with the ability to manage complex systems, competing priorities, and high-stakes regulatory environments.
Exceptional oral and written communication skills, with the ability to represent the organization effectively with Regional Centers, regulatory agencies, families, and community stakeholders.
Valid California Driver’s License and willingness to travel within LEAP of California’s service areas as required.
Ability to respond to programmatic and clinical needs beyond regular business hours and participate in on-call coverage as necessary.

Responsibilities

Provides executive oversight of all residential services, ensuring full compliance with Title 17, Title 22, the Lanterman Act, and Regional Center contractual obligations across all LEAP programs.
Leads ongoing internal monitoring, audits, and quality assurance reviews to proactively identify compliance risks, implement corrective action plans, and reduce audit exposure.
Develops, implements, and maintains quality assurance and accountability systems across all regions to ensure consistency, fidelity to best practices, and high-quality service delivery.
Holds accountability for the performance and conduct of clinical staff and home and provider service staff, ensuring clear role expectations, performance standards, and corrective action when necessary.
Serves as the direct supervisor for home and provider staff, providing leadership, guidance, performance management, and support to ensure compliance and service excellence.
Oversees training, onboarding, and ongoing professional development for social workers, administrative staff, and home providers to ensure regulatory compliance, clinical competency, and alignment with LEAP’s service model.
Leads the pilot, implementation, and system-wide adoption of Therap Services, including workflow development, training, compliance monitoring, and ongoing system optimization.
Provides direct clinical coverage as needed, including social work services and psychotherapy for individuals served by LEAP, ensuring continuity of care and clinical oversight.
Oversees and participates in the residential matching process, ensuring prospective individuals are thoughtfully matched with home providers based on compatibility, support needs, cultural fit, and long-term placement stability.
Collaborates closely with the Associate Director of Residential Services to ensure effective delegation, oversight, and execution of day-to-day residential program operations.
Works alongside existing and newly appointed directors to support staff, strengthen cross-departmental systems, and advance LEAP’s mission and strategic priorities across all regions.
Serves as a senior leadership liaison with Regional Centers, DDS, families, and community stakeholders to strengthen partnerships, address system-level concerns, and ensure organizational credibility.
Participates in crisis response and high-support case consultation as needed to reduce reactive crisis management and promote proactive service planning.
Performs all other duties as assigned in support of organizational leadership, compliance, and service excellence.
