About The Position

Bay Cove Human Services’ mission is to partner with people to overcome challenges and realize personal potential. Bay Cove pursues this mission by providing individualized and compassionate services to people facing the challenges associated with developmental disabilities, mental illness, substance use disorders, and homelessness at more than 175 program sites throughout Greater Boston and Southeastern Massachusetts. Job Summary: The Director of Residential Recovery Services leads the implementation of programs that are easy to access, meet the needs of the people seeking them, are effective, fiscally sustainable, and clinically sound, and which align seamlessly with Bay Cove’s overall strategy. The Director of Residential Recovery Services contributes to Bay Cove’s mission by ensuring the availability and accessibility of safe, respectful residential treatment environments in which residents in pursuit of their recovery goals can thrive. This is an exempt position.

Requirements

A master's degree in one of the following disciplines or a closely related field: clinical psychology, education-counseling, medicine, mental health, psychology, psychiatric nursing, rehabilitative counseling, or social work.
Licensure as a LADC I, LMHC, LICSW or other independent license.
At least three (3) years of full time equivalent clinical supervisory experience required.
At least five (5) years of experience in program or department management, including direct staff supervision, budget preparation and management, with at least two (2) years in the non-profit behavioral health field.
Demonstrated advanced skills in ensuring fiscal sustainability of services.
Demonstrated knowledge of the Substance Use Disorders system of care and related continuum of prevention, intervention, treatment, and recovery support networks.
A thorough understanding of Substance Use Disorders and co-occurring diagnoses, and a familiarity with the American Society of Addiction Medicine (ASAM) criteria.
Knowledge of local, state, and federal funding sources for substance use disorder treatment programs.
Demonstrated clinical and professional writing, communication, interpersonal, and organizational skills.
Intermediate proficiency in word processing and other computer functions using Windows, Word, and Google Email and Apps.

Frequent and clear communication with individuals, colleagues, and partners, requiring the ability to exchange accurate information in person, by phone, and in writing.
Occasional lifting or carrying of program materials, supplies, or small equipment (up to 20 pounds).
Must be able to enter and navigate various physical environments, including multi-story buildings without elevators.
Ability to use a computer, tablet, and mobile phone for data entry, communication, and record-keeping.
Ability to provide Cardiopulmonary Resuscitation (CPR) and overdose rescue (naloxone administration) if needed.

Responsibilities

Lead the delivery of Residential Recovery Services by providing support and direction for Program Directors in accomplishing organizational objectives.
Provide training and supervision to assigned Program Directors on all operational aspects of the program including employee relations, community relations, admissions, medical/clinical services, case management, utilization review, programming, fiscal/budget management, operations, and facilities management.
Promote collaborations between Program Directors and HR on matters involving staff recruitment, hiring, onboarding, orientation, and retention.
Work collaboratively with centralized intake resources and community partners to facilitate admissions in accordance with programmatic and budgetary goals.
Identify and resolve barriers to accessing treatment through implementation of creative support strategies and implement plans to ensure the lowest barrier admissions possible.
Ensure that assigned programs adhere to all federal and state regulatory mandates, accreditation standards, contractual agreements, and Bay Cove Human Services policies and procedures.
Work collaboratively with Addictions Services leadership to ensure compliance with fiscal/budget expectations, licensing and certifications, quality assurance, quality improvement and outcomes plans, and clinical programming on an ongoing basis.
Work closely with the billing team to ensure clinical programs meet billing and documentation requirements, monitor weekly billing, and assist in resolving issues.
Closely monitor program finances and institute corrective action plans to maximize revenue and minimize expenses as needed.
Ensure that complaints and disputes brought forth by employees, persons served, and community partner complaints and disputes are addressed in a timely fashion.
Represent the interests of RRS/RRS-COE programs at agency, community-based, and trade organization gatherings and in contacts with federal, state, and local funding, licensing, and regulatory sources.
Provide clinical oversight of treatment provided including approval of clinical documentation in the absence of on-site clinical leadership.
Directly manage programs in the event of extended leadership absence.
