The Department of Social Services (DSS) comprises the New York City Human Resources Administration (HRA) and the Department of Homeless Services (DHS). HRA focuses on combating poverty and inequality by providing essential benefits like Food Assistance and Emergency Rental Assistance. DHS works to prevent and address homelessness through innovative strategies to help individuals and families exit shelter and achieve self-sufficiency. The Office of Contracts (OC), under the General Counsel and headed by the Agency Chief Contracting Officer (ACCO), manages the agency's procurement functions for both client services and a wide range of goods and non-client services. OC ensures compliance with NYC Charter, Procurement Policy Board (PPB) Rules, and guidelines from the Mayor's Office of Contracts (MOCS) and the Office of Management and Budget (OMB). OC supports DSS program areas with procurement efforts, technical assistance, and training, acting as a liaison between program areas, vendors, and city oversight offices. Under the Deputy Agency Chief Contracting Officer (DACCO) of the Contract Planning and Initiation Division, the Director, Request for Proposals (RFP)/Human Resources Administration (HRA) manages the daily development of new procurement solicitations and those for continuing existing services via the RFP process. This includes standard services, professional services, human/client services, and negotiated acquisitions. Working with MOCS, HRA Program staff, and DSS Chief Executive Staff, the solicitations often lead to multimillion-dollar contracts with for-profit and not-for-profit organizations serving DSS clients.
