About The Position

Under the supervision of the Chief Executive Officer, this role provides leadership, direction, and support to the data decision support team in accordance with the organization’s strategic directions. The position is responsible for the stewardship of the Branch’s reporting and data quality obligations, considering risk management and in collaboration with other members of the executive team, to achieve quality service delivery and reporting for Branch services and operations.

Requirements

  • Post-Secondary Degree in Health Science, Health Administration, Information Management, Business Administration, or Statistics or equivalent education and experience.
  • Emphasis on Information Management or Health Informatics including training in data collection, extraction, analysis, and management is required.
  • Proficiency in report writing tools such as Cognos Workspace, J Reports, SQL and Crystal Reports, as well as other business intelligence software and/or AI will be an asset.
  • Five (5) or more years of related experience, preferably in a health setting.
  • Strong analytical skills combined with excellent report-writing skills is essential.
  • Demonstrated knowledge of data analysis, and related computer applications.
  • Working knowledge of systems including MS Office applications, business applications, and specialized software.
  • Specific knowledge on Microsoft products and operating systems is essential.
  • A VALID DRIVER’S LICENCE AND A MEANS OF TRANSPORTATION ARE REQUIRED FOR THIS POSITION.
  • Candidacy for positions will require you to be authorized to work in Canada.
  • A satisfactory police vulnerable sector check is required as a condition of employment.

Nice To Haves

  • Relevant industry certifications are preferred.
  • Prior exposure to Community Health Centre applications and experience navigating privacy standards is an asset.

Responsibilities

  • Provide strategic and directive advice for the corporate management of all areas of Data Quality and Performance for CMHA Windsor Essex.
  • Ensure the development and implementation of policies, procedures, and systems for compliance with legislation, regulations, industry standards, and organizational policies.
  • Monitor regulatory changes and updates, coordinating with relevant departments for timely compliance.
  • Establish and maintain quality assurance processes and protocols.
  • Develop data management strategies and systems for data accuracy, integrity, and security.
  • Define key performance indicators (KPIs) and metrics to measure organizational performance.
  • Analyze performance data to identify trends, assess effectiveness, and drive continuous improvement.
  • Provide leadership for the accreditation process for relevant certifications.
  • Provide leadership for coordination of site visits or audits and ensure compliance with accreditation requirements.
  • Identify, assess, and mitigate risks impacting the organization's operations, reputation, or financial stability.
  • Develop risk management strategies, policies, and procedures.
  • Ensure the provision of training and education for employees on compliance, quality, data management, performance metrics, accreditation, and risk management.
  • Foster a culture of compliance, quality, and continuous improvement.
  • Participate in strategic planning for the development of the strategic direction and implementation of the operational plan.
  • Develop, implement, review, and amend privacy policies, procedures, and practices.
  • Ensure compliance with implemented privacy policies, procedures, and practices.
  • Ensure transparency of privacy policies, procedures, and practices.
  • Facilitate compliance with PHIPA and its regulations.
  • Ensure agents are aware of PHIPA and their duties regarding privacy and confidentiality of personal health information.
  • Ensure agents are appropriately informed of their duties and obligations regarding privacy policies, procedures, and practices.
  • Ensure third-party service providers comply with contractual privacy obligations.
  • Direct, deliver, or ensure the delivery of initial and ongoing privacy training and foster a culture of privacy.
  • Conduct, review, and approve privacy impact assessments.
  • Receive, document, track, investigate, remediate, and respond to privacy inquiries and complaints.
  • Receive, document, track, and respond to access and correction requests.
  • Receive, document, track, investigate, and remediate privacy breaches or suspected breaches.
  • Conduct and/or review privacy audits.
  • Manage direct reports, including delegation of work, daily supervision, performance management, coaching, and appraisals.
  • Ensure employee development through delegation, training, coaching, and timely performance management.
  • Coach and mentor employees based on the code of conduct, strategic directives, ethics, values, and management limitations.
  • Ensure all activities align with legislated, recognized professional, and provincial health reporting standards and agency policies.
  • Ensure adequate processes and systems are in place to collect statistical and clinical data for informed decision-making and reporting requirements.
  • Develop departmental goals aligned with the agency’s strategic plan, including timelines, targets, project objectives, and performance measurement.
  • Serve as the employee resource to the CEO, Board, and Quality Committee for information and reports.
  • Advise the CEO and Board on agency operations, presenting reports, data, and recommendations.
  • Collaborate with the CEO to prepare reports for Board of Director meetings.
  • Provide administrative leadership and risk management.
  • Participate as a member of the Senior Leadership Team, providing input and decision-making on critical issues.
  • Initiate and implement innovative quality, administrative, and data systems and procedures.
