Requirements

  • Master’s degree in health-related/business administration field or five years of Quality and Compliance experience in a health-related field preferred.
  • Five to seven years of demonstrated experience in quality assurance/process improvement activities/compliance activities and have knowledge of Lean processes in a health-related field.
  • Valid California driver’s license and vehicle insurance; reliable transportation, to travel for meetings and/or to gather information for reporting purposes; minimum two years’ driving experience; no more than 2 violations or a single ticket/accident value at more than 1 point on driving record
  • Thorough knowledge of state and federal regulations on Primary Care Clinics, Adult Day Centers, Home Health, HIPAA, and PACE
  • Working knowledge of physical, mental and social needs of the frail elderly population
  • Knowledge of auditing, monitoring, data collection and analysis methods
  • Strong understanding of QAPI, quality metrics, and performance improvement methodologies.
  • Knowledge of developing and implementing staff education
  • Must demonstrate the ability to communicate clearly and concisely in oral and written form.
  • Competencies needed for this position include strong interpersonal relationship skills, detail oriented, work in collaboration with others, demonstrate a high degree of integrity and personal commitment, possess strong analytical skills, be able to work independently and manage multiple deliverables at the same time.

Responsibilities

  • Lead the development, implementation, and evaluation of the PACE Quality Assurance and Performance Improvement (QAPI) program.
  • Present quality data and reports to senior leadership, Board, and Quality Committee.
  • Leads the Quality Improvement Committees in conjunction with Medical Director and serves as a member to all QI subcommittee and workgroups.
  • Identify trends, gaps, and opportunities; develop corrective action plans.
  • Facilitate performance improvement projects (PIPs) and Corrective action plans (CAP) and ensure outcomes are measurable and sustained.
  • Ensure compliance with CMS PACE regulations (42 CFR Part 460), state regulations, and accreditation standards.
  • Interpret regulatory requirements and translate them into policies, procedures, and operational practices.
  • Maintain readiness for CMS/state audits and guide the organization through routine and focused audits and act as primary liaison with regulatory agencies.
  • Conduct internal audits, mock surveys, and compliance reviews.
  • Manage risk assessment processes and investigate compliance concerns.
  • Develop incident reporting systems and ensure timely resolution and reporting.
  • Track and trend grievances, appeals, and reportable events and maintain KPIs
  • Proactively educates leadership and associates regarding regulatory issues, new statutes/guidelines and safety/compliance/QI activities.
  • Provides Quality and Compliance support at both the PACE and Corporate level.
