About The Position

Under the direction of the Town Manager, the Director of Public Works provides strategic leadership and oversight for the Public Works Department, ensuring alignment with Town Council priorities and organizational goals. The Director leads managers and oversees departmental operations, budgeting, capital improvement programs, development coordination, regional partnerships, and public engagement. Department responsibilities include the planning, funding, design, construction, operation, and maintenance of transportation systems, stormwater infrastructure, parks, facilities, fleet services, and environmental compliance programs. The Director ensures that all department personnel have the skills and tools necessary to accomplish department priorities and goals.

Requirements

  • Comprehensive understanding of the principles and practices of civil and transportation engineering; construction management and capital projects.
  • Applicable knowledge of federal, state, regional, and local partnerships and authorities; budgeting and financial management.
  • Strong analytical, critical thinking, problem-solving, and conflict resolution skills.
  • Excellent organizational, time management, and project management skills, with the ability to prioritize multiple priorities and meet deadlines in a fast-paced environment.
  • Ability to work effectively across departments, manage competing demands, and coordinate with diverse stakeholders.
  • Exceptional written, verbal, and public communication skills, including the ability to interpret and explain policies, statutes, ordinances, and other complex information to elected officials, leadership, employees, and the public.
  • Demonstrated leadership, integrity, sound judgment, and the ability to maintain confidentiality.
  • Ability to collaborate effectively with employees, departments, community members, elected officials, and other stakeholders.

  • Bachelor’s in Public Administration, Engineering, Public Works, or related field
  • Six (6) years’ experience in a Public Works Department environment
  • Three (3) or more years in a supervisory position
  • Eight (8) or more years’ increasingly responsible leadership experience
  • Valid Driver's License

Responsibilities

  • Directs and oversees Public Works operations, including facilities, streets, parks, maintenance activities, equipment, and departmental resources.
  • Develops, implements, and administers departmental policies, procedures, budgets, and operational plans.
  • Leads, supervises, and develops staff to achieve departmental goals, maintain effective teamwork, and ensure efficient service delivery.
  • Ensures compliance with applicable laws, regulations, reporting requirements, and safety standards.
  • Collaborate with Town leadership to support organizational objectives and make effective operational decisions.
  • Direct and oversee all Public Works operations, programs, personnel, and resources to achieve organizational goals and deliver effective public services.
  • Serve as a member of the Town's leadership team, contributing to organizational planning, decision-making, and strategic initiatives.
  • Develop, administer, and manage the department budget, including capital improvement planning, and ensure alignment with Town priorities and objectives.
  • Represent the department before Town Council, community groups, and other stakeholders, and participate in land use matters and special projects as assigned.
  • Establish, implement, and enforce departmental policies, standards, and procedures to ensure efficient, responsive, and customer-focused service delivery.
  • Provide leadership and supervision to department staff through workforce planning, hiring, training, performance management, coaching, disciplinary actions, and professional development.
  • Displays strong interpersonal skills with the ability to develop close working relationships, build teams, inspire confidence and trust, work in partnership with peers, and handle conflict with diplomacy
  • Attends workshops, seminars, and training
  • Attends Town Council meetings and other meetings as required
  • Performs additional duties as assigned
