About The Position

The purpose of this classification is to plan, direct, and oversee Public Service Department operations and staff, which includes Engineering, Streets, Parks, Refuse, Public Recreation Program, and Building Maintenance. This role involves directing, overseeing, and evaluating assigned staff, developing long- and short-term goals and plans for the department, and developing, implementing, and updating department policies and procedures. The Director is also responsible for developing, defending, and administering the department budget, ensuring compliance with safety procedures, and consulting with City administration and Council members. Additionally, the position involves performing public relations duties, representing the City at various functions, and maintaining comprehensive knowledge of applicable public services policies and regulations.

Requirements

  • Bachelor’s degree required.
  • Seven years of progressively responsible experience in public service administration.
  • Includes supervisory experience.
  • Must possess and maintain a valid driver's license.
  • Must be eligible for coverage through the City’s vehicle insurance.
  • Must be able to demonstrate proficiency in the performance of the essential functions.
  • Must learn, comprehend, and apply all City or departmental policies, practices, and procedures necessary to function effectively in the position.

Responsibilities

  • Directs, oversees, and evaluates assigned staff, including directing work, overseeing scheduling, counseling, disciplining, completing performance appraisals, interviewing candidates, and training staff.
  • Develops long- and short-term goals, plans, and objectives for the Public Service Department, evaluating performance of current programs and identifying needed changes.
  • Develops, implements, and updates department policies and procedures, formulates work methods, monitors implementation of rules, and updates guidelines according to legislation.
  • Develops, defends, and administers the department budget, including forecasting expenditures, recommending allocations, preparing budget documentation, and monitoring expenditures.
  • Ensures compliance with safety procedures, use of safety equipment, and monitors work environment for safety of employees and others.
  • Consults with City administration, City Council members, and other officials to review operations, resolve problems, and provide recommendations.
  • Receives and responds to requests for information, complaints, and concerns from the public, City administrators, and others.
  • Performs public relations duties, representing the City at functions, boards, committees, and task forces, and providing information to the public.
  • Performs other administrative duties, including leading staff meetings, drafting correspondence, participating in union negotiations, generating reports, and approving departmental training, leave requests, performance ratings, and purchasing activities.
  • Compiles and monitors administrative and statistical data, performs research, analyzes data, and prepares reports.
  • Maintains comprehensive knowledge of applicable public services policies, procedures, regulations, codes, and laws, and stays aware of new technology and trends.
  • Processes documentation associated with department operations, including forms, reports, correspondence, and other records, and maintains computerized and hardcopy records.
  • Communicates with City administrators, elected officials, subordinates, other City employees, and the public to coordinate work activities and resolve problems.
  • Operates a variety of equipment and tools, including a motor vehicle and personal computer, as necessary to complete essential functions.
