About The Position

Precise is seeking a forward-thinking Director of Proposal Operations to lead our proposal team and strengthen the quality, consistency, and competitiveness of our federal submissions. This leader will elevate proposal discipline, ensure the organization follows standardized processes, and drive collaboration across Capture, Technical Solutions, Delivery, Contracts, Recruiting, Finance, Pricing, Marketing, and teaming partners. In alignment with Precise’s culture of innovation, the Director will also champion the responsible use of AI-enabled tools to modernize workflows, accelerate content development, enhance efficiency, and improve overall proposal quality while maintaining strong human-led oversight.

Requirements

  • 7–10+ years of federal proposal experience, including a successful track record of winning large, full & open opportunities.
  • Experience managing or leading proposal teams in a fast-paced, deadline-driven environment.
  • Strong writing, editing, compliance, and schedule management skills with meticulous attention to detail.
  • Demonstrated ability to enforce process discipline and coordinate across diverse internal teams and external partners.
  • Hands-on experience using or integrating AI-enabled proposal and content tools.
  • Ability to collaborate effectively with a Pricing Manager and understand cost/technical integration.
  • Familiarity with Shipley or similar methodologies; proficient with MS Office, SharePoint, Adobe, and proposal management tools.

Responsibilities

  • Lead, mentor, and develop a small, high-performing proposal team; ensure clarity, accountability, and professional growth.
  • Manage the full lifecycle of complex federal proposals.
  • Enforce Precise’s proposal processes, templates, schedules, color review structure, and compliance standards across all contributors.
  • Coordinate closely with teaming partners and subcontractors to secure timely, accurate, and compliant inputs aligned with the proposal strategy.
  • Collaborate with the Pricing Manager to maintain alignment between technical, management, and cost volume assumptions.
  • Develop compelling win themes, discriminators, solution narratives, and evaluation-aligned content that reflects Precise’s value, innovation, and mission focus.
  • Apply AI-assisted tools (e.g., content search, compliance mapping, narrative generation, past-performance extraction) to improve speed, consistency, and quality—while upholding Precise’s quality and security standards.
  • Partner across the Growth organization and corporate functions to ensure complete, coordinated, and audit-ready proposals.
  • Strengthen proposal governance, metrics, and reusable content to support continuous improvement and operational excellence. Sets standards for proposal quality, reviews and ensures compliance with solicitation requirements.
