About The Position

CTP is a privately held small business based in Herndon, VA. We provide program management services for government and private clients and deliver technical assistance programs in over 100 countries around the world. CTP provides specific solutions or full lifecycle support, including course and curriculum design, expert instruction, logistics support, monitoring & evaluations, knowledge management, strategic planning, program management, and staffing services. Position Summary: CTP, on behalf of Veloxxity, is looking for an experienced, highly organized, execution-oriented Director of Project Management to build the processes, governance, and knowledge infrastructure that will let us deliver consistently as we grow. This is not a status-reporting or schedule-tracking role. We need a builder who can walk into a fast-moving environment, understand how work actually gets done, and bring the right amount of structure, without burying the organization in bureaucracy. The successful candidate will help Veloxxity move from knowledge residing primarily with individuals, to knowledge being captured, organized, accessible, reusable, and embedded in all company processes. What You'll Do Project Governance & Delivery Build a project-management framework that scales — clear standards for scope, schedules, budgets, staffing, risk, and who decides what. Run portfolio reviews that end in decisions, not just updates. Catch at-risk projects early and drive them back on track. Knowledge Management Design how Veloxxity organizes what it knows. Build a real library of reusable assets that include templates, SOPs, technical approaches, and lessons learned so that nobody starts from a blank page. Capture critical knowledge from key people before it walks out the door. Process & Continuous Improvement Map current workflows, find the bottlenecks, and turn tribal knowledge into documented, trainable process. Own the recurring events: kickoffs, deliverable approvals, change management, closeout. Bring in tools (AI included) that make work visible and knowledge reusable. Executive Support Turn strategy into execution plans with real owners and deadlines. Give leadership a clear, honest read on portfolio health and risk. Make sure decisions actually get implemented. First 90–180 Days Assess what we're doing today. Stand up a common project-startup framework. Build a real portfolio view of active work. Stand up a knowledge repository and a first set of templates. Pick a few high-value processes and fix them fast to prove the approach works. What Success Looks Like More projects on time and on budget. Risks caught earlier. Faster contract startup. You are a knowledge architect who can spot what the company needs to retain and then turn it into something usable. You are pragmatic about process and recognizing the need for enough structure for control and scale, but not so much it slows people down. You are comfortable with ambiguity, direct about gaps and risks, and capable of seeing decisions through to closure. You are service-oriented and collaborative and focused on making project teams and leaders more effective. You are a strong communicator and able to synthesize complex information into clear plans, decisions, and executive-level reporting. At the end of the day, the Director of Project Management & Knowledge Operations will be expected to improve how work gets done. This role is not about building a documentation bureaucracy or a traditional PMO that just collects status reports. This role is about making Veloxxity work better, while keeping the speed, entrepreneurial mindset, and mission focus that make us who we are.

Requirements

  • Significant experience leading project, program, portfolio, or delivery-management functions in a complex professional-services, tech, national-security, or government-contracting environment
  • PMP, PgMP, PMI-ACP, Lean Six Sigma, or comparable certification
  • A track record of designing project-management processes, not just operating within someone else's
  • Strong knowledge-management skills with experience organizing complex information into systems people actually use
  • Ability to turn ambiguous goals into structured plans and measurable outcomes
  • Strong influence skills that show you can move senior leaders and SMEs without relying on authority alone
  • Excellent written communication; sharp analytical judgment
  • Bachelor's degree or equivalent experience
  • Candidate must be a US Citizen due to the need for security clearance. No sponsorships provided.

Nice To Haves

  • Experience building or modernizing a project management office or enterprise delivery function.
  • Experience with U.S. government contracts, national-security programs, or technology-integration projects
  • Experience scaling delivery functions inside a fast-growing small or mid-sized company
  • Familiarity with federal contract types, subcontractor management, and project financials
  • Proficiency with Microsoft 365, Teams, SharePoint, Power BI, and workflow automation/AI tools
  • Familiarity with ISO, CMMC, and DCAA requirements
  • Active security clearance or eligibility to obtain (US Citizenship required, no sponsorship will be offered)
