About The Position

CDD is seeking an experienced Director of Program Compliance to provide organization-wide oversight of compliance activities that support the health, safety, rights, and well-being of the children and adults we serve. Reporting to the Chief Executive Officer, this role leads compliance monitoring, audit processes, corrective-action follow-up, regulatory readiness, and compliance reporting across CDD programs and locations. The Director also provides independent monitoring of selected workforce requirements that affect client health and safety, including background screenings, employee eligibility documentation, and required training completion, while Human Resources and Training retain operational responsibility for those functions.

Requirements

  • Bachelor's degree in a relevant field of compliance.
  • Three years of experience working in compliance and/or quality assurance areas or performing compliance-related tasks.
  • One year of experience in a human-services-related field.
  • Demonstrated understanding of and ability to relate to and work with the needs of adults with developmental disabilities.
  • Strong judgment, discretion, organization, communication, data analysis, and project-management skills.
  • Proficiency with Microsoft Word, Excel, Outlook, and electronic case-management or audit systems.

  • Five years of experience working in compliance and/or quality assurance.

Responsibilities

  • Lead compliance monitoring focused on the health, safety, rights, and well-being of children and adults receiving services.
  • Monitor program compliance with applicable DMH, DESE, CMS/HCBS, licensing, accreditation, contractual, and organizational requirements relevant to CDD services.
  • Evaluate whether required health and safety practices are implemented, documented, and sustained across service lines and locations.
  • Review patterns involving incidents, medication and health-related compliance, individual rights, supervision, staffing requirements, emergency preparedness, environmental safety, and other identified areas of program risk.
  • Identify systemic or recurring compliance concerns and elevate significant health and safety risks through established organizational channels.
  • Partner with program and clinical leaders to clarify requirements and strengthen systems while maintaining the independence of the compliance function.
  • Oversee a risk-based compliance monitoring and audit process across CDD programs and locations.
  • Supervise Compliance Specialists and other assigned staff who conduct program audits, documentation reviews, site reviews, and compliance monitoring.
  • Establish consistent audit tools, sampling methods, documentation standards, and reporting expectations.
  • Review findings for accuracy and significance and analyze results for trends, repeat deficiencies, and emerging risks.
  • Conduct targeted reviews when incidents, complaints, external findings, or organizational data indicate elevated compliance risk.
  • Oversee monitoring of required employee background-screening requirements and audit screenings for timely completion and documentation.
  • Monitor completion and timeliness of required orientation, annual, regulatory, and program-specific training requirements.
  • Maintain clear separation of responsibilities: Human Resources retains authority for employment decisions and HR processes; Training and operational leaders retain responsibility for delivering required training; Program Compliance independently monitors and verifies adherence.
  • Maintain a consistent process for documenting, assigning, tracking, and validating corrective actions resulting from compliance reviews.
  • Ensure corrective actions identify responsible owners, expected completion dates, required evidence, and measurable resolution.
  • Verify that corrective actions have been implemented and are effective rather than relying solely on reported completion.
  • Escalate overdue, repeated, significant, or unresolved health and safety concerns according to organizational policy.
  • Support root-cause analysis and after-action review processes when requested for significant compliance or safety events.
  • Coordinate compliance readiness for DMH reviews, CARF surveys, DESE or licensing reviews, payer audits, and other applicable external reviews.
  • Communicate regulatory changes that materially affect program health, safety, workforce screening, or training requirements.
  • Provide regular reports to executive leadership regarding significant compliance findings, health and safety risks, recurring deficiencies, corrective-action status, background-screening compliance, and required-training compliance.
  • Use audit and monitoring data to identify patterns and recommend organizational priorities for improvement.
  • Provide practical compliance guidance to program, Human Resources, Training, clinical, and executive leaders.
  • Supervise, coach, and evaluate assigned Compliance Department staff.
  • Establish annual compliance priorities and audit schedules based on risk, regulatory requirements, external review cycles, and organizational needs.
  • Manage departmental workload so resources remain focused on high-risk and health-and-safety priorities.
