The Division of Human Resources (DHR) Policy and Compliance Director oversees the daily operations, strategic planning, and goals of the Policy and Compliance team. These functions include the development, upkeep, and management of Universal Policies and Technical Guidance, Personnel Board Rules, and Personnel Director Appeals, State Handbook, DHR Colorado Open Records Act (CORA) requests, DHR fiscal notes, and conducting audits and making recommendations to ensure compliance across the statewide human resources functions. In managing these regulatory functions, this team creates/drafts legislative or policy language, manages the approval and update process, collaborates with internal and external stakeholders, consults with the Attorney General’s Office, gathers feedback and communicating with the human resources community, and ensures policies are compliant with federal and state laws and applied consistently across the State. This team regularly conducts research and provides input not only on the regulatory documents listed above but also proposed legislation, Executive Orders, standard operating procedures, and initiatives that are of critical importance to the Department of Personnel & Administration and Division of Human Resources (DHR). Finally, this team is responsible for managing operations functions that support the statewide function for human resources.
