About The Position

The Physical Plant Director is responsible for the strategic and operational leadership of all physical facilities owned or assigned to the College, including maintenance, repair, safety, functionality, sustainability, appearance, grounds, utilities, infrastructure, equipment, and related physical assets at all DSCC locations. This position provides administrative support to the Vice President for Information Technology and Facilities Management and to the President of the College; leads maintenance, custodial, grounds, environmental health, and workplace-safety activities; and serves as a principal campus liaison for Tennessee Board of Regents (TBR) capital projects, architects, engineers, contractors, regulators, and service providers. This position reports directly to the Vice President for Information Technology and Facilities Management.

Requirements

Associate degree, technical diploma, or equivalent recognized postsecondary credential in Manufacturing Systems Technology, Industrial Maintenance, Facilities Management, Construction Management, Engineering Technology, Architecture, Manufacturing Management, or a closely related field.
8-10 years' progressively responsible experience in facilities, construction, maintenance, engineering, or building operations, including at least five years of management or supervisory experience.
Ability to plan, organize, direct, and coordinate engineering, maintenance, and facilities work of substantial difficulty.
Experience with computer energy-management systems, facilities-management systems, spreadsheets, work-order systems, and office-productivity software; computer literacy with Microsoft Office, AutoCAD or similar drawing software, and related tools.
Demonstrated knowledge of physical-plant operation, maintenance, custodial practices, grounds, safety, environmental health, building systems, and regulatory compliance.
Working knowledge of plumbing, electricity, HVAC, carpentry, painting, and chemicals used for cleaning; familiarity with SDS requirements and safe chemical use.
Two or more years of experience with OSHA/TOSHA, EPA, TDEC, or comparable compliance requirements.
Experience supervising staff, preferably in an academic, public-sector, or multi-site institutional setting.
Planning, financial-management, organizational, project-management, communication, problem-solving, and supervisory skills.
Travel as required of the position.

Nice To Haves

Bachelor's degree in Facilities Management, Construction Management, Engineering, Architecture, Business, Project Management, or a related field.
Higher-education, public-sector, TBR/state capital-project, or multi-site institutional facilities experience.
Experience with facility-condition assessment, deferred-maintenance planning, commissioning, building automation, project closeout, and lifecycle asset management.
Current, valid Tennessee Commercial Driver License (CDL) with a Passenger (P) endorsement and without restrictions that would prohibit operation of the college’s bus.
CEFP, CFM, FMP, project-management, energy-management, construction, or relevant professional/trade credential.

Responsibilities

Responsible for strategic planning, design, renovation, construction and efficient operation and maintenance of all college-owned facilities, including development of project budgets, operations budgets, facility condition assessments, deferred-maintenance priorities, lifecycle replacement schedules, and a long-range Master Plan based on college forecasts of current and future needs to ensure a safe and healthy environment.
Work with the Tennessee Board of Regents in the capacity of Facilities Engineer/campus technical liaison on Capital Outlay, Capital Maintenance, disclosed, emergency, and campus-funded projects.
Develop quote and bid specifications, project scopes, programming documents, cost estimates, requisitions, and procurement documentation in conjunction with State of Tennessee, TBR, and College requirements and project limits.
Direct and manage campus planning efforts, architectural design, facilities consultants, engineers, contractors, and project stakeholders with collaboration from the President's Office, the Vice President for Information Technology and Facilities Management, and appropriate institutional committees.
Coordinate planning, design, construction, renovation, inspection, commissioning, closeout, warranty, and records-management activities with TBR, architects, engineers, consultants, contractors, and campus stakeholders.
Review designs for safety, accessibility, maintainability, energy performance, technology integration, operational suitability, sustainability, and total cost of ownership.
Provide leadership and guidance to achieve greater energy efficiencies and strategies in all facilities operations, including initiatives to obtain economies in energy purchases, high conformance to applicable high-performance building or LEED-related standards, and responsible sustainability/green-focused efforts in facilities activities.
Develop and implement energy-efficiency, utility-management, water-conservation, waste-reduction, responsible-purchasing, and sustainability strategies.
Participate in Physical Plant budget hearings and assist in the development, administration, and monitoring of facilities operating and project budgets.
Oversee emergency, corrective, preventive, predictive, planned, and project maintenance for buildings, HVAC, plumbing, electrical, controls, utilities, roofs, fire/life-safety systems, elevators, access systems, grounds, and related infrastructure.
Stay current and aware of new trends in design, construction, maintenance, sustainability, and integration of technology in facilities operations; incorporate this knowledge into planning and design as appropriate.
Communicate with internal and external constituencies about the planning, design, progress, risks, schedule, budget, and operational impact of project activity.
Understand, interpret, and communicate complex facilities-related information and systems, including engineering, architectural, mechanical, construction, building and fire codes, accessibility, and sustainability, to a wide audience with a commitment to transparency in the sharing of information.
Track daily work orders with Issue Trak (or the College's designated work-order/CMMS software) to capture work performed, maintain equipment properly, document asset history, develop preventive-maintenance frequency and work details, monitor recurring failures, and evaluate workload, response, completion, and service performance.
Maintain project files, drawings, specifications, equipment records, warranties, inspection records, and accurate facilities/space information.
Be familiar with standard custodial practices, including proper use of custodial equipment, chemicals, and Safety Data Sheets (SDS).
Assume responsibility for environmental health and workplace-safety programs within Physical Plant and promote safe practices appropriate to an academic environment.
Provide coordination and technical assistance to the campus for compliance with hazardous-waste management and disposal, hazard identification and abatement, code compliance, ADA compliance, OSHA/TOSHA, EPA, TDEC, building, fire/life-safety, elevator, environmental, accessibility, and other health and safety requirements.
Monitor and oversee building systems including, but not limited to, mechanical, fire/life safety, elevators, physical-security infrastructure, access systems, utilities, and property.
Coordinate facilities-related physical-security and access-control infrastructure with the Chief of Police, Information Technology, and other responsible offices.
Oversee and coordinate, with support from the Physical Plant Administrative Assistant, the issuance, tracking, collection, and inventory of physical keys; administer electronic access-control systems, including key fobs, access cards, and related credentials; and maintain appropriate access records to ensure the security of College facilities and assets.
Participate actively with the Chief of Police and College leadership in campus emergency preparedness, emergency communications, drills, response, recovery, continuity, and weather preparedness programs.
Identify, document, communicate, and coordinate correction of hazards, code deficiencies, and facility risks.
Be available to coordinate response to significant facility emergencies outside normal working hours and advise designated College leadership regarding road, weather, utility, and campus conditions affecting class delays or closings.
Plays a key role in strategic real estate and facilities decisions and provides oversight to the College's Master Plan in coordination with the President's Office and the Vice President for Information Technology and Facilities Management.
Build constructive working relationships with faculty and staff, as well as external partners, contractors, agencies, and community stakeholders.
Supervise the Maintenance Supervisor, Custodial & Grounds Supervisor, and Physical Plant Administrative Assistant in all Physical Plant maintenance, custodial, environmental health and safety, and grounds functions at all DSCC locations.
Recruit, train, mentor, evaluate, and develop employees; maintain clear expectations and accountability; support cross-training and continuity of essential skills; and provide honest, transparent, respectful, service-oriented, and safety-conscious leadership to a diverse work team.
Approach daily and long-term planning strategically and with insight, including the anticipation and resolution of issues.
Manage service standards and performance measures for maintenance, custodial, grounds, contractor, energy, and work-order operations.
Manage motor-pool vehicles, including vehicle safety, inspections, routine and major maintenance, records, and replacement recommendations.
Initiate and approve requisitions for purchase of materials, supplies, equipment, and contractor services within delegated authority.
Handle special projects and other tasks as delegated by the Vice President for Information Technology and Facilities Management and the President of the College.
Perform other duties as assigned.
