About The Position

This position is open to current full-time annually paid Parks employees. Specifically, it is open to current permanent Parks employees serving in the Administrative Park & Recreation Manager civil service title, on leave from that title, or permanent Parks employees in or on leave from a comparable title (e.g., Administrative Staff Analyst, Administrative Community Relations Specialist, Administrative Manager). Parks employees who are reachable on a comparable civil service list or qualify for a comparable title are also eligible. The role involves overseeing the Parks Inspection Program (PIP) and other inspection types, managing a team of inspectors and analysts, collaborating with other divisions, and representing PIP internally and externally. The work location is Arsenal, Manhattan.

Requirements

  • Current permanent Parks employee serving in the Administrative Park & Recreation Manager civil service title, or on leave from the title.
  • Permanent Parks employee in or on leave from a comparable title (e.g., Administrative Staff Analyst, Administrative Community Relations Specialist, Administrative Manager).
  • Parks employee who is reachable on a comparable civil service list or qualifies for a comparable title.
  • A baccalaureate degree from an accredited college plus four years of satisfactory, full-time experience in recreation leadership, gardening, grounds maintenance, building maintenance or construction, of which 18 months must have been in an administrative, consultative, managerial or executive capacity.
  • OR High school graduation or its educational equivalent plus six years of experience as described above.
  • OR Education and/or experience equivalent to the above, but must possess the 18 months of administrative, consultative, managerial, or executive experience.
  • A Motor Vehicle Driver's License valid in the State of New York is required within six months of the date of appointment.

Responsibilities

  • Oversee the Parks Inspection Program (PIP) as well as inspections for Recreation, Golf, Restrictive Declaration, Automated External Defibrillator, Summer Weekend, Internal Audit follow-up, Capital Walk-Thru and other inspections, as needed.
  • Ensure that PIP’s team of 10 full-time Inspectors receive proper training and support, are monitored for consistency, and receive regular feedback and guidance.
  • Manage the PIP Analytic team, providing guidance and technical support, to ensure quality assurance for field inspections and improve the content and delivery of PIP’s tools, reports and presentations.
  • Present ratings results to Chiefs and Commissioners at the Monthly Operations Meeting and at other high-level settings.
  • Collaborate with other divisions to improve the usefulness and availability of PIP data and reports throughout the Agency in desktop and mobile environments.
  • Represent PIP by conducting training and presentations both internally and for outside agencies.
  • Provide guidance to Maintenance and Operations, addressing any concerns and conducting field visits to discuss properties and standards.
  • Ensure new inspection sub properties are created in GIS as needed and added for inspection on a timely basis.
  • Respond to requests from Legal regarding inspection records.
  • Ensure compliance with Fleet procedures including routine maintenance and follow-up on violations.
  • Perform special projects, as required.
