About The Position

On behalf of our client, we are seeking a Director of Operations to provide overall leadership, management, and supervision of the Company’s flight operations personnel and training programs. This role is accountable for ensuring that all company flight activities conducted under the Air Carrier Certificate are carried out safely, efficiently, and in full regulatory compliance, while also ensuring that the flight department achieves its safety management objectives. The Director of Operations provides strategic leadership and operational oversight of flight crews, pilot training, standardization, operating procedures, and safety initiatives in support of the Company’s Safety Management System (SMS). As a key member of the operational leadership team, this individual works closely with the Chief Pilot, Director of Maintenance, Safety Manager, and executive leadership to promote operational excellence and maintain the highest standards of safety and compliance. This position fulfills the requirements of 14 CFR Part 119 and Part 135 for Director of Operations responsibilities and authorities.

Requirements

  • Meet FAA qualifications for Director of Operations under 14 CFR Part 119.
  • Extensive experience in Part 135 flight operations management.
  • Thorough knowledge of: FAA Parts 119, 135, and applicable sections of Part 91
  • Thorough knowledge of: Safety Management Systems (SMS)
  • Thorough knowledge of: Operational control requirements
  • Thorough knowledge of: Aviation risk management principles
  • Thorough knowledge of: Industry accreditation standards
  • Strong leadership, organizational, and communications skills.
  • Experience managing operational manuals and regulatory documentation.
  • Ability to interact professionally with FAA personnel, auditors, customers, and executive leadership.
  • Strong analytical and decision-making abilities.

Nice To Haves

  • Previous experience serving as an FAA-approved Director of Operations.
  • Experience with WYVERN, IS-BAO, ARGUS, or similar audit programs.
  • Experience in business aviation and aircraft management operations.
  • Bachelor’s degree in Aviation, Business, Management, or related field.
  • Pilot certificates and aviation operational experience.

Responsibilities

  • Exercise full operational control over Company's Part 135 flight operations in accordance with FAR 135.77.
  • Ensure all flight operations are conducted safely, legally, and efficiently.
  • Sustain conditions that promote the safe operation of company aircraft and personnel.
  • Ensure compliance with all applicable FAA regulations, company policies, Operations Specifications, and industry standards.
  • Serve as the primary FAA-approved Director of Operations under the company’s Air Carrier Certificate.
  • Execute Operations Specifications and amendments thereto on behalf of Company.
  • Coordinate with the FAA, industry auditors, and regulatory agencies regarding operational matters.
  • Develop, implement, and maintain operational policies, procedures, and standards.
  • Actively support, administer, and continuously improve the company’s Safety Management System.
  • Establish and promote the company’s Safety Policy and Safety Objectives.
  • Establish measurable safety targets and monitor organizational safety performance.
  • Ensure safety risks are identified, assessed, mitigated, and reduced to a level that is As Low As Reasonably Practicable (ALARP).
  • Review operational and safety data to identify trends and emerging risks.
  • Maintain final responsibility for the resolution of operational safety issues.
  • Ensure effective hazard identification, reporting, investigation, and corrective action processes.
  • Promote a Just Culture environment that encourages voluntary safety reporting.
  • Lead Safety Review Board meetings and participate in safety committees as required.
  • Ensure organizational learning through analysis of safety reporting data and operational performance metrics.
  • Provide and allocate the human, technical, financial, and operational resources necessary for safe and effective operations.
  • Ensure adequate staffing levels to support operational requirements.
  • Coordinate with executive leadership regarding fleet growth, operational planning, staffing, and strategic initiatives.
  • Support budgeting and operational planning activities.
  • Ensure operational personnel receive appropriate training, qualification, and recurrent training.
  • Maintain a document control system that clearly identifies current approved versions of all operational manuals, policies, procedures, and associated documentation.
  • Ensure revision tracking and version histories are properly maintained.
  • Ensure all required personnel have timely access to the most current approved manuals and operational documents.
  • Coordinate the distribution of manual revisions and updates throughout the organization.
  • Conduct or coordinate regular reviews of all operational manuals and documents.
  • Ensure manuals remain accurate, current, compliant, and aligned with company operations and regulatory requirements.
  • Coordinate updates with department leaders and subject matter experts.
  • Ensure all required records and documents are properly retained in accordance with regulatory and company requirements.
  • Maintain organized and accessible documentation systems to support audits, inspections, and operational needs.
  • Ensure operational records are readily available for FAA, WYVERN, IS-BAO, customer, and internal audits.
  • Identify outdated, superseded, or obsolete documents.
  • Remove obsolete materials from circulation and ensure proper archival or disposal according to company procedures.
  • Prevent the use of outdated operational information.
  • Support and maintain compliance with industry accreditation standards, including but not limited to: WYVERN Wingman, IS-BAO, ARGUS, Safety Management System requirements.
  • Submit and maintain current Certificates of Insurance with WYVERN and other required industry organizations.
  • Coordinate internal and external audits and corrective action plans.
  • Ensure findings are addressed and resolved in a timely manner.
  • Lead and mentor operational personnel while fostering professionalism, accountability, and teamwork.
  • Promote continuous improvement and operational excellence.
  • Collaborate closely with the Chief Pilot, Director of Maintenance, Safety Officer, Scheduling Department, and Excellence Leadership Team.
  • Establish performance expectations and evaluate operational effectiveness.
  • Support employee development and succession planning initiatives.
