About The Position

The NYC Department of Finance (DOF) is seeking a Director of Operations for the Adjudications Division. This role supports the Chief Administrative Law Judge, Deputy Chief Administrative Law Judge, and Administrative Law Judges by supervising staff who process over 2 million summonses annually. The division handles hearings for parking and camera violations, appeals, and commercial vehicle tickets. The Director of Operations will manage administrative functions, personnel, facilities, budget, and vendor relationships to ensure efficient operations.

Requirements

  • Candidates must be a DOF employee serving permanently in the Administrative Manager civil service title or be reachable on the Administrative Manager Promotional Exam No. 1552.

  • Indicate permanent civil service title or list number for Exam No. 1552 in the cover letter.
  • A baccalaureate degree from an accredited college and four years of satisfactory, full-time progressively responsible clerical/administrative experience requiring independent decision-making concerning program management or planning, allocation of resources, and the scheduling and assignment of work, 18 months of which must have been in an administrative, managerial, executive or supervisory capacity.
  • The supervisory work must have been in the supervision of staff performing clerical/administrative work of more than moderate difficulty.
  • OR An associate degree or 60 semester credits from an accredited college and five years of satisfactory, full-time progressively responsible experience as described above, 18 months of which must have been in an administrative, managerial, executive or supervisory capacity.
  • OR A four-year high school diploma or its educational equivalent and six years of satisfactory, full-time progressively responsible experience as described above, 18 months of which must have been in an administrative, managerial, executive or supervisory capacity.
  • OR Education and/or experience equivalent to the above.
  • All candidates must possess the 18 months of administrative, managerial, executive or supervisory experience as described above.
  • Education above the high school level may be substituted for the general clerical/administrative experience (but not for the administrative, managerial, executive or supervisory experience) at a rate of 30 semester credits from an accredited college for 6 months of experience up to a maximum of 3½ years.

Responsibilities

  • Manage and facilitate Adjudication Administrative operations, including hiring, personnel transactions, recruitment, onboarding, and other related functions.
  • Process job posting requests, civil service list requests, and job offer requests for all appointments, promotions, reassignments, and title changes.
  • Manage employee transactions and other hiring duties.
  • Coordinate onboarding, including candidate screening, identifying qualified candidates, and interview scheduling.
  • Advise hiring managers, ensuring efficient employment processing, onboarding, and effective support across HR functions.
  • Provide subject matter expertise and guidance to staff on personnel policies and procedures.
  • Serve as a strategic resource to support team members in navigating HR processes.
  • Analyze hiring needs and develop strategic plans to fill vacancies.
  • Manage completion of mandatory training for all staff and ALJs, notifying staff and supervisors of upcoming deadlines, overdue items, and new training requirements.
  • Perform all facilities-related functions, including orchestrating floor plan movements, transfers, and coordinating with facilities and IT staff.
  • Assist with maintaining the personnel services budget and staying abreast of agency functionality within the personnel services realm.
  • Interface with the Budget Office to submit/process new contracts/purchase requests via Passport.
  • Work with all Adjudication units to create and submit the division's SOPs.
  • Support project initiatives, including identifying and analyzing business needs, budget considerations, time and resource estimates, defining project scope and objectives, and obtaining business user sign-off.
  • Participate in departmental strategic and budgetary planning processes.
  • Prepare and administer contract budgets.
  • Provide recommendations on policies and desired goals.
  • Manage vendor relationships with Fedcap, NYSID, Vanguard, Verra Mobility, IPS (NYPD), and other IT-related vendors.
  • Attend management meetings and assist the Chief Administrative Law Judge and Deputy Chief Administrative Law Judge as needed.
