About The Position

The Department of Social Services (DSS) comprises the administrative units of the New York City Human Resources Administration (HRA) and the Department of Homeless Services (DHS). HRA focuses on fighting poverty and inequality by providing essential benefits, while DHS works to prevent and address homelessness by helping individuals and families exit shelter and achieve self-sufficiency. The Human Resources Administration/Customized Assistance Services (CAS) unit is responsible for program evaluation, reporting from various systems, and providing strategic direction for service utilization. CAS's data evaluation and reporting inform high-level decision-making across DSS-HRA-DHS and support initiatives like NYC 15/15. This role, under the Assistant Deputy Commissioner for the Office of Business Strategies & Solutions and Disability Services Program (OBSS/DSP), involves overseeing data collection and reporting, leading strategy development for studies, and ensuring timely dissemination of reports. The incumbent will lead the development of strategies and methodologies for program support and service delivery changes.

Requirements

  • A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological, environmental or social science.
  • Three years of responsible full-time research experience in the appropriate field of specialization.
  • At least two years of experience described in 'responsible full-time research experience'.

  • A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization.
  • Education and/or experience which is equivalent to a doctorate degree with one year of experience or a master's degree with three years of experience.
  • Two years as a City Research Scientist Level I can be substituted for the experience required.

Responsibilities

  • Design, implement, and evaluate pilot or demonstration programs to improve the effectiveness and efficiency of integrity delivery techniques.
  • Evaluate changes to integrity processes based on proposed administrative and legislative policy changes to support the Mayor’s Program and Policy initiatives.
  • Serve as the department’s program technical advisor for program directors and ITS to troubleshoot issues impacting deliverables and escalate to senior leadership.
  • Oversee all reporting needs of CAS related to multiple systems including SEAMS, TRACS, DSP, EAOL, and STARS.
  • Analyze program and process to inform system data architecture development and integration from external systems for accurate reporting.
  • Supervise City Research Scientist staff, providing oversight and direction on data-analytic work.
  • Review staff work product to ensure department standards are met in data collection, analysis, presentation, and statistical analyses.
  • Train and guide staff on data systems and analytic software use to ensure data quality, compliance with federal standards, and improved performance.
  • Direct staff in performing highly skilled professional work in programmatic, preventative, and detective controls, compliance, and service development based on research and data.
  • Direct staff in preparing policy analysis and comments on federal and state legislation impacting Agency integrity initiatives or policies.
  • Prepare reports and research briefings for HRA leadership and Senior Executive Staff.
  • Make recommendations and develop policy and programmatic initiatives based on integrity findings to communicate priorities and guide data acquisition.
  • Address other city, state, and federal reporting requirements as assigned.
  • Serve as a content expert on HMIS data standards and HUD technical requirements.
  • Maintain a working knowledge of DHS CARES, HASA Web, Medicaid Data Warehouse, Street-Smart data systems, and HMIS data warehouse requirements.
  • Serve as a liaison between CAS and the Office of Research and Policy Innovation, and the Agency ITS and central data reporting team leads.
  • Consult with the Agency’s Office of Perform Management and Data Analytics (OPMDA) and ITS in selecting appropriate criteria and research techniques for integrity plans, designs, and research studies.
  • Manage the technical aspects of analytics, including geospatial analysis, data science, statistical methodologies, risk regression models, and quantitative research.
  • Develop indicators that measure global integrity best practices and thresholds for program development.
