About The Position

PA Inclusive, a leader in inclusive disability services for people with intellectual and developmental disabilities, and Autism, in Eastern and Northeastern, Pennsylvania, is a family of 3 unique businesses, including the parent company, PA Inclusive, which is a provider agency with the Office of Developmental Programs IDD Waiver system in Community-Based programs and the Office of Vocational Rehabilitation in Pre-Ets and Adult Supported Employment Programs, Coffee Inclusive, a subsidiary agency that focuses on job training and employment for people with diverse abilities in a coffee shop/bakery social enterprise, and a soon to be launched Coffee Roasting social enterprise named Inclusive Grounds Coffee Roasting Company. Together, these 3 agencies work together to help people with IDD, Autism, and diverse abilities find real jobs in the community, and live inclusively in the community through community-based and person-centered support services. Headquartered in Pittston, Pennsylvania, the agency supports people with disabilities in 14 counties in Eastern and Northeastern, Pennsylvania, and has 6 regional offices, including Pittston, Stroudsburg, Nesquehoning, Pottsville, Allentown, and Reading, PA. PA Inclusive believes people with disabilities should live where, with who, and in what they want and that those who want to work can work in an area of their interest in a ‘typical’ job in the community. Work and living support services can and should be delivered to support them how they choose.

Requirements

Bachelor's degree in Social Work, Healthcare Administration, Business Administration, or a related field required; Master's Degree Preferred.
Minimum of 5 years of experience in a senior operations management role, preferably within a healthcare or social services setting that supports individuals with intellectual disabilities.
Experience in housing-based services.
Minimum of three years of supervisory or management experience.
Experience with Pennsylvania ODP IDD Waiver Programs is required.
Demonstrated knowledge of Chapter 6100 regulations, person-centered practices, and quality management.
Ability to obtain state and agency-required employment certifications, including but not limited to, ACRES, NADD CBDSP, CPS, PREP, Harry M, ACRE, and/or Discovery within 3-6 months of employment.
Thorough knowledge of Pennsylvania's ODP IDD Waiver System.
In-depth knowledge of ODP and relevant local, state, and federal regulations.
Ability to manage budgets, financial reporting, and cost-control initiatives.
Ability to interpret regulations and implement operational policies.
Excellent verbal and written communication skills, with the ability to engage effectively with a wide range of stakeholders.
Strong analytical and problem-solving skills, with the ability to make data-driven decisions.
Commitment to promoting the dignity, rights, and autonomy of individuals with intellectual disabilities.
Ability to work effectively in diverse cultural and social environments.
Proficiency with Microsoft Office and electronic documentation systems
Valid Driver's License and Clean Driving Record
Must Pass Child Abuse History and Criminal Record Check Clearances
Must not be on excluded lists from State of PA Exclusion Lists for similar industries.

Responsibilities

Manage the daily operations of all assigned IDD Waiver Programs.
Ensure services are delivered in accordance with person-centered principles, agency standards, and ODP regulations.
Develop annual departmental goals, performance metrics, and growth objectives consistent with the agency's strategic priorities.
Evaluate program performance and recommend improvements that enhance quality, efficiency, and participant outcomes.
Support program growth by developing referral relationships and identifying opportunities to expand services within the community.
Oversee the referral, intake, admission, transfer, and discharge processes for IDD Waiver Programs.
Review referrals and collaborate with program leadership to determine service appropriateness, staffing capacity, and funding requirements.
Ensure timely admission of eligible individuals and smooth transitions into services.
Build and maintain positive working relationships with individuals served, families, guardians, Supports Coordinators, Administrative Entities, ODP representatives, school districts, referral sources, and community partners to enhance the opportunities of getting referrals.
Participate in ISP meetings, intake meetings, interdisciplinary team meetings, and other meetings as appropriate.
Respond promptly and professionally to concerns from individuals, families, and external stakeholders to promote satisfaction and effective service delivery.
Assist with developing new services and expanding existing programs.
Supervise Regional Program Supervisors, Program Supervisors, and other assigned management staff.
Recruit, interview, onboard, coach, evaluate, and develop supervisory personnel.
Establish performance expectations and hold leaders accountable for quality, compliance, productivity, staffing, and financial performance.
Promote employee engagement, collaboration, accountability, and professional development.
Work collaboratively with Human Resources on employee relations, corrective action, and succession planning.
Assist the Director of Programs and Operations in implementing agency initiatives and operational improvements.
Monitor staffing levels, caseloads, scheduling, service utilization, and coverage to ensure uninterrupted services.
Coordinate with Billing, Training, Quality Assurance, Compliance, Human Resources, and Finance to ensure efficient operations.
Develop solutions to improve workflow, communication, and operational effectiveness.
Provide leadership coverage in the absence of the Director of Programs and Operations when assigned.
Ensure compliance with Chapter 6100 regulations, ODP requirements, waiver standards, and agency policies.
Oversee program documentation, participant records, and supervisory practices to ensure audit readiness.
Participate in licensing reviews, monitoring visits, and corrective action planning.
Monitor incidents, quality indicators, participant satisfaction, and program outcomes.
Promote continuous quality improvement and risk management throughout the department.
Assist in developing and monitoring departmental budgets.
Monitor productivity, staffing costs, overtime, revenue, and program expenditures.
Collaborate with Finance and Billing to resolve documentation and billing concerns.
Identify opportunities to improve operational efficiency while maintaining quality services.
Develop and maintain productive and positive relationships with individuals served, families, Supports Coordinators, Administrative Entities, ODP representatives, and community partners.
Represent PA Inclusive at community events, provider meetings, conferences, and regulatory meetings.
Prepare reports related to program performance, compliance, staffing, and quality outcomes.
Analyze operational data and recommend improvements.
Participate in leadership meetings and organizational planning.
Perform other duties as assigned by the Director of Programs and Operations.
Manage agency-owned program vehicles and ensure they are in operational condition.
Other related duties when required.
Ability to work flexible hours and respond to urgent program matters when necessary, including on call weekend rotations.
Ability to travel throughout the agency's service area.
