About The Position

The Human Resources Director provides strategic leadership and oversight for all human resources functions within a behavioral health agency. This position is responsible for developing and implementing HR strategies that support the organization's mission while ensuring compliance with federal, state, and local employment laws and healthcare regulations. The HR Director oversees all HR staff and functions, including recruitment, employee relations, performance management, compliance, benefits administration, policy development, and workforce planning. The ideal candidate is an experienced HR leader with strong knowledge of labor laws, healthcare compliance, reporting requirements, and best practices in human resources management within a behavioral health or healthcare environment.

Requirements

  • Bachelor's degree in Human Resources, Business Administration, Healthcare Administration, Organizational Leadership, or a related field is required.
  • Minimum of five (5) years of experience serving as a Human Resources Director or equivalent senior HR leadership position.
  • Experience supervising HR staff is required.
  • Comprehensive knowledge of federal, state, and local labor and employment laws.
  • Strong understanding of HR compliance requirements, employment regulations, and reporting obligations.
  • Experience with recruitment strategies and workforce planning.
  • Knowledge of employee relations, performance management, and organizational development.
  • Excellent leadership and supervisory skills.
  • Strong analytical, organizational, and problem-solving abilities.
  • Excellent verbal and written communication skills.
  • Ability to manage confidential information with discretion and professionalism.
  • Proficiency with Human Resource Information Systems (HRIS) and Microsoft Office applications.

Nice To Haves

  • Master's degree is preferred.
  • Experience in behavioral health, healthcare, or human services preferred.
  • SHRM Senior Certified Professional (SHRM-SCP) or SHRM Certified Professional (SHRM-CP)
  • HRCI Senior Professional in Human Resources (SPHR) or Professional in Human Resources (PHR)

Responsibilities

  • Provide leadership, supervision, mentoring, and performance management for all Human Resources staff.
  • Develop and implement HR policies, procedures, and strategic initiatives that align with organizational goals.
  • Foster a positive, inclusive, and compliant workplace culture.
  • Serve as a trusted advisor to executive leadership on human resources matters.
  • Oversee all recruiting, hiring, onboarding, and retention initiatives.
  • Develop recruitment strategies to attract qualified behavioral health professionals and support staff.
  • Ensure compliance with Equal Employment Opportunity (EEO) and affirmative action requirements during the hiring process.
  • Monitor staffing needs and workforce planning.
  • Ensure compliance with all applicable federal, state, and local labor and employment laws.
  • Maintain compliance with healthcare employment regulations, accreditation standards, and organizational policies.
  • Oversee personnel file management and HR documentation.
  • Coordinate HR-related audits and respond to regulatory inquiries.
  • Maintain confidentiality of employee information in accordance with applicable laws.
  • Provide guidance and support regarding employee performance, disciplinary actions, investigations, and conflict resolution.
  • Ensure fair and consistent application of policies and procedures.
  • Partner with leadership to promote employee engagement and retention.
  • Prepare, analyze, and maintain HR reports, metrics, and workforce data.
  • Ensure timely completion of required employment reports and regulatory reporting.
  • Monitor HR trends and recommend improvements based on workforce analytics.
  • Oversee HRIS accuracy and reporting functions.
  • Develop and coordinate employee orientation and ongoing training programs.
  • Ensure managers receive training on employment laws, organizational policies, and best practices.
  • Promote leadership development throughout the organization.
  • Oversee employee benefits administration.
  • Assist with compensation planning and salary administration.
  • Ensure compliance with benefit regulations and reporting requirements.
  • Maintain current knowledge of changes in employment law, HR regulations, and behavioral healthcare workforce practices.
  • Complete continuing education and professional development necessary to remain current on human resources laws, regulations, and best practices.
  • Maintain applicable HR certifications when appropriate.
