About The Position

Choices for People Center provides year-round support and instructional programs designed to aid individuals with disabilities in developing essential life skills. These skills promote inclusion, independence, self-sufficiency, and productivity; and aim to maximize the individual’s quality of life in the least restrictive environment possible. Choices for People Center assists in individual goal-oriented program planning, and acts as an advocate in the community through the removal of attitudinal, architectural, environmental, financial, employment-related, communicational, transportation, and other barriers. The Director of Human Resources will oversee all aspects of the organization’s human resources functions, ensuring that HR programs, systems, and practices are compliant, effective, and aligned with the organization’s mission and strategic goals. This role is responsible for managing day-to-day HR operations while contributing to long-term organizational planning related to HR best practices and employee relations. The position serves as the primary point person for HR compliance, personnel policies, and employment law. The role is responsible for managing budgets, personnel data and reporting, audits, and HR information systems, with a consistent focus on confidentiality, equity, efficiency, and organizational effectiveness.

Requirements

  • Bachelor’s Degree in Human Resources, Business Administration, or a related field (or equivalent combination of education and experience) required
  • At least three years of experience in human resources management required
  • Strong ability to communicate effectively, both verbally and in writing, with staff, leadership, individuals served, and external stakeholders
  • Demonstrated ability to build collaborative relationships and effectively engage with staff, leadership, community members, partners, and individuals served
  • Strong organizational skills with attention to detail and the ability to manage multiple priorities in a fast-paced environment
  • High level of initiative, sound judgment, and ability to work independently while maintaining accountability
  • In-depth knowledge and understanding of employment laws, regulations, and human resources best practices
  • In-depth knowledge and understanding of strategic human resources management, including workforce planning and organizational development
  • Proficiency in the use and management of Human Resources Information Systems (HRIS) and HR-related data management tools
  • Strong analytical and problem-solving skills, with the ability to interpret data and translate findings into actionable strategies
  • Excellent time management, prioritization, and delegation skills
  • Exceptional leadership, supervisory, and team development abilities
  • Proficiency in Microsoft Office and other technology platforms relevant to the role
  • Ability to represent the organization in a professional and positive manner in meetings, community settings, and stakeholder engagements

Nice To Haves

  • 5 years preferred experience in human resources management
  • At least three years of supervisory experience preferred
  • HRCI or SHRM Certification highly preferred
  • Experience with nonprofits or state entities preferred

Responsibilities

  • Oversee comprehensive human resources programs including recruitment, hiring, employee relations, performance management, and separation processes
  • Ensure HR processes are efficient, consistent, and designed to protect employee information while supporting organizational needs
  • Manage and optimize the use of the Human Resources Information System (HRIS), continuously improving HR systems, processes, and controls.
  • Analyze HR reports, data, and metrics to inform decision-making, identify trends, and support organizational strategy
  • Oversee the financial aspects of human resources management, including developing and managing HR budgets, cost analysis, benefits-related expenses, and reporting on financial performance
  • Oversee employee benefits administration, including vendor coordination and compliance with applicable regulations
  • Lead and coordinate employee relations matters, including investigations, corrective actions, and conflict resolution
  • Ensure compliance with federal, state, and local employment laws, grant requirements, accrediting bodies, and organizational policies
  • Manage personnel policies, employee handbook content, job descriptions, personnel files, records retention requirements, and department standard operating procedures (SOPs)
  • Work closely with senior management and other departments to ensure consistent application of personnel policies, streamline HR processes, and ensure compliance with applicable laws, regulations, and organizational policies
  • Provide guidance and consultation to supervisors and leadership on HR-related matters
  • Lead recruitment and selection strategies to attract and hire qualified candidates
  • Guide long-term strategic workforce planning efforts, including staffing models, succession planning, employee wellness initiatives, employee relations, employment law, and organizational capacity development
  • Coordinate and oversee HR-related training initiatives
  • Support leadership development and promote best practices in employee engagement and performance management
  • Supervise, mentor, and support HR staff, fostering a collaborative and high-performing team environment
  • Foster relationships with external partners, including benefits brokers, legal counsel, auditors, and HR vendors
  • Maintain knowledge of HR best practices, employment law, regulations, and relevant industry trends.
  • Maintain accurate and timely records related to budgets, reporting requirements, and other assigned documentation.
  • Maintain strict confidentiality regarding all individual, staff, and organizational information and comply with HIPAA and all applicable privacy and confidentiality laws. This obligation applies both during employment and after separation from the organization.
