About The Position

The Director of Human Resources manages the strategic direction of all areas of human resource functions for the City of Conroe within the framework of policies, practices with the direction from city management and ensuring compliance with guidelines set forth by laws, regulations and administrative rulings established by local and federal government. The Director is responsible for the overall functions of recruitment, compensation, training, benefits administration and equal employment opportunity, employee relations, personnel records management and risk management. Serves as the Civil Service Director at the discretion of the Civil Service Commission.

Requirements

  • Bachelor's degree in human resources or related field.
  • Seven (7) years' experience and knowledge of employment law and procedures.
  • Seven (7) years' experience and knowledge of state Civil Service law and procedures.
  • Five (5) years of supervisory experience in Human Resources.
  • Five (5) years of supervisory experience in benefits related work in a city of greater than 25,000 in population.
  • Knowledge of City budgeting procedures and policies.
  • Knowledge of benefits, compensation, and safety.
  • Knowledge of federal, state, and/or local laws and regulations regarding employment, compensation, and benefits.
  • Knowledge of personal computers and Microsoft Office products.
  • Knowledge of Civil Service laws and regulations.
  • Ability to clearly and effectively communicate, both orally and in writing.
  • Ability to give effective presentations to City Council, employee groups, citizens, and other groups.
  • Ability to manage personnel.
  • Ability to work with department heads to resolve employment issues.
  • Must pass background check.
  • Must pass pre-employment substance abuse screening.
  • Must pass FBI Criminal Justice Information System (CJIS) fingerprint-based criminal background check and maintain CJIS eligibility.
